Private School Participation • The Elementary and Secondary Education Act (ESEA) requires equitable services to be provided to private schools. • Why? Federal programs are supported by tax dollars, therefore all children and teachers are eligible to access these programs.
Notification of Opportunity to Participate • The school district must notify the private school of the opportunity . • Best Practice: • The private school can complete and submit a consultation form. • KDE has developed a template that districts may use during the consultation process. It’s located on the KDE website.
Consultation Process Consultation is a collaborative process between the Title II, Part A coordinator and the private school official(s)
Private School Equitable Services Application • Identifies professional learning (PL) needs • Addresses how the needs are identified • Outlines the professional learning activities
Key word is Services • No public funds are distributed to private schools, only services. • These services must be supplemental, secular, neutral, and non-ideological.
Eligible Professional Learning Activities for Teachers & Principals: • Improving knowledge and skills of teachers and staff in core academic subjects • Effective instructional strategies, methods, and skills • Integrating technology into curricula
Professional Learning Activities Must: • be based on a review of scientifically based research and • expected to improve student academic achievement
Professional Learning • Professional learning must align to the needs of the private school educators. • Professional learning must be around core academic subjects. • Professional learning can include conferences.
Professional Learning Materials • PL materials may be purchased with funds if they are reasonable and necessary. • No materials may be purchased for student use.
Evaluation • Indicate the impact of the professional development activities • Identify data sources to measure the effectiveness of the PL
Record Keeping • The school district shall maintain the following documents for their records: • Notification letter • Consultation and planning process • Assessment of needs • Evaluation of the program
Determination of the Amount for Equitable Services • A formula is used to determine private school services based on an equitable per pupil rate. • The district must reserve no less than this amount of their Title II Part A grant. • This formula determines an amount for budgeting purposes and should not be viewed as an allocation.

Summary • Annually school districts must provide equitable services to private non-profit schools and oversee the process. They shall: • Notify private schools of the opportunity • Provide a consultation & planning process • Require a needs assessment • Require an evaluation of the program • Keep appropriate records
