Purpose, Process, and Selection • To ensure that LEAs are spending the funding as required by law • LEAs are assigned to one of four cycles: A, B, C, or D • LEAs may be selected for an on-site or online monitoring every two years • Selection based compliance history, academic achievement, program size, and fiscal analysis • Perkins office selection
Local Education Agency (LEA) Requirements and Expectations CTE -01 Advisory Committee • ‘Appointed’ by Governing Board • Employment Development Department • Representation • Minutes, agenda items, sign-in sheets, etc.
CTE -02 Funding Applications • Application • Claims • Must retain copies for 5 years
CTE -03 Inventory • Must maintain district AND site inventory system • Items over $500, and items of high value • Equipment labeling • Completed at least every 2 years
CTE -04 Perkins Funds Support CTE Programs • Funds are to be used to support & improve CTE programs • Minimum of one Program of Study (linkage to post-secondary) • Articulation agreements • Course sequence(s) • Professional Development
CTE -05 Supplement not Supplant • CTE Invoices and Purchase Orders • CTE related expenditures printout, i.e., resource 3550, 3555 • General Ledger • Personnel Activity Reports & duty statements • CTE Time Accounting Logs
CTE -06 Administrative Costs • No more than five percent of the funds can be used for administrative costs associated with the administration of the activities assisted • Perkins funded employees' Personnel Activity Reports (PARs)
CTE -07 Consortium Funds (If applicable) • Funds allocated to a consortium shall be used only for purposes and programs that are mutually beneficial to all members • Funds may not be reallocated to individual members of the consortium for purposes or programs benefiting only one member of the consortium. • CTE related expenditures printout, i.e., resource 3550, 3555
CTE -08 Indicators of Performance • Evidence of public dissemination of Carl D. Perkins core indicator results • Perkins Program Monitoring Action Plan, if applicable • Raw data used to compile CDE 101 E-1 Report of CTE Enrollment • Raw data used to compile CDE 101 E-2 Report of CTE Placement
CTE -09 High Quality CTE Program • CTE certifications available to students • CTE course outlines • CTE records of any work-based learning activities • CTE records that demonstrate students are provided leadership training opportunities • CTE teachers' credentials and records of occupational experience • Records that demonstrate students from special populations are informed about and provided opportunities for participation in CTE programs
CTE -10 Course Offerings • An LEA must provide at least one CTE sequence of courses that includes at least one district-funded course Perkins funded sequence of courses must: • Consist of not less than two full-year CTE courses with a combined duration of not less than 300 hours • Include sufficient introductory and concentration CTE courses • Courses assisted with Perkins funds must be integral to an approved CTE sequence of courses
Findings/Resolution • Findings do not necessarily mean that a CTE program is not of quality • 45 Days to resolve findings • Extension • Self-Review document
Using the FPM review document as a basis for program development and accountability will ensure that your Perkins supported CTE program is in compliance and sustainable.
