Decentralized local development policies: Clarifying and consolidating the institutional role and responsibilities of local and regional government. • Guidelines for improving the governance system and upgrading the role of local government as a key factor in local development. • - Active planning of local policies. • - Utilizing productive resources. • - Modernization of production systems. • - Social cohesion and participation of productive base. • 2. The actions of the European Social Fund have a critical problem of implementation both at national and regional level. The objects of intervention are mainly concerned on - training professionals to upgrade their qualifications - support by training young unemployed to enter the labor market, and - the provision of social services to vulnerable groups of the population (social grocery, pharmacy, students tutoring, support structures for women victims of violence etc.) The main implementing body of the actions is the Labor Force Employment Agency, which operates horizontally at national level. The main reason for the reduced effectiveness is that it follows national policy in its areas of intervention. National policy always delays in the drafting of regulations (eg final beneficiaries definition and regulation of operation). The structures of our Region after 2010 have reduced effectiveness as implementing bodies and very little opportunity for ESF actions. On the contrary, there is considerable competence and experience in the process of strategic planning and public consultation with social, economic actors and citizens of the islands. The existence of ITIs has broadened the scope of regional programs and has multiplied the benefits to small and medium island societies. ITIs "knocks on the door" and the most seemingly insignificant topic in every part of the region. Their design is bottom-up and collective suggestions are heard to the greatest extent.
All islands were considered as one ITI area. This created a problem because ITI was actually interested in every island. This has been overcome. We have drawn up strategic plans for each island that also cover actions outside the eligibility of European funds and are implementing these interventions simultaneously. On the other hand, the actions of the European Regional Development Fund have fewer problems in implementation. They focus mainly on transport infrastructure, education and health, water management, energy efficiency, climate change projects, digital culture applications.
In this ever-narrowing world, we all need everyone else. We have to look for the Man Wherever He Is.
