Facilities Development History • A few years ago the town looked into putting all services in the center of town • Re-hab the Town Hall • More space for all departments • New library • Estimate was more than $7,000,000 • Too expensive for town • Additional land needed
Facilities Development History • What have we done? • Repaired Library roof and replaced furnace • Began needed electrical work at Town Hall • Approved Town Hall roof repairs • Recently, we looked into moving all departments down to Mill St property • Estimate was over $5,000,000 • Too expensive • Another thought was to add bays to existing highway barn • At least $200,000 and would only be a temporary solution (less than 5 years)
Part of Five Year Capital Plan • Re-locate Highway Dept. to new 13,600 sq. ft. facility to be built on the Mill St. site • Provide Emergency Squad facility by re-locating Emergency Services to existing Fire Station • Re-locate Fire Station to existing Highway Barn
Plan benefits • Adequate space for Emergency Squad and other departments for 10-15 years • Balanced approach to long-term costs • Use anticipated reductions in notes on Elementary and High Schools to fund improvements • Adequate space for all Departments
Existing Ambulance Barn Existing building is falling down No room to service Ambulance inside Fire Station
Highway Barn 5-7 pieces of equipment are stored outside. Need indoor storage as well, can not freeze. Less susceptible to vandalism and equipment lasts longer when stored inside.

Mill St project • Develop engineering drawings for bid package, do site prep work, then construct 14,000 sq. ft. facility for no more than $990,000 • $860,000 paid over a 40 year note (24¢ per thousand) $130,000 from Stabilization • $48 per year for a house valued at $200,000 • Limited renovation needed for existing buildings to accommodate new departments • Goal is to move departments by early 2005 • Best long term plan • In 2-5 years will need to do something anyway
How will this plan help? • Lays the groundwork for critical center of Town improvements • Will be able to utilize all 4 floors of Town Hall • More room for all departments • More parking • Allows start of modifications required to make building handicapped accessible – it’s the law • Additional study needed for future facility needs
The debt exclusion vote will take place on September 7th • Town Hall 7 am to 7 pm • A “Yes” vote means a new highway barn will be built • Estimated 24 cents per thousand on tax rate • $48 per year for a $200,000 home • Less than $1 per week to solve many long-term departmental needs • A “No” vote means the new DPW/Highway Barn will not be built. • Questions: call Tim 508-867-9419
