As days went by, managers wanted
More data elements and broken down definitions

A new system was developed under essential drugs programme
District Processing File (DPF) was introduced
Relatively more inclusive and so more data
Did not enjoy much appreciation
As 1980s was the decade where most Vertical Health Programmes were established
e.g. NACP in TZ (1988) and EPI (Started in Ethiopia in 1980 came to TZ later)
Each VHP wanted more data with in a certain specific system

1993 a new, semi-computerised information system was introduced
The system took four years to roll out, 93 – 97
Crafted by the HMIS (MTUHA) supported by DANIDA
It had 12 data collection and reporting books
This is what is in transformation right now

After a short while – tools realised to miss important data
Most VHP programmes’ data were found missing
New programmes and sub-programmes were born,
NMCP – 2007
PMTCT – 2003
Eventually
Bagamoyo – Deficiencies of MTUHA
Kibaha – information outside MTUHA
The VHP massively started revisions (Tools and Procedures)
7. There were two approaches VHP Based;
Datasets = VHP
Advantage: VHPs could help the HMIS for matters of
printing and data flows - RESOURCES
Disadvantage: National HMIS cannot easily manage the national indicators
Service Based
Datasets = Services
Making sure that every indicator is catered for
VHP get their data from different form (or datasets)
Advantage: all the indicators are catered for as they are the source of data elements
Disadvantage is programmes data are scattered
We chose the latter
8. What We learned The Process
It should involve the stakeholders lead by the MOHSW
Deciding on Data
Any other new data
Important is not only the OUTPUT, but also the PROCESS
Politicians – Authority
D. Partners – Support
Beneficiaries – their commitment
It is a give and take, not to be rigid with standards
Important to introduce the DHIS to the harmonising team
It has to be incremental
Flexibility Strategy has to be there – periodic review of the tools
