  4. National Difficulties in Recruiting Health Visitors Caseload Requirement to be 2 years post registration Work in deprived areas Length of training WHY? Responsibility Nurse background needed Salary

  5. Local Issues • Difficulty in recruiting health visitors in to posts • Permanent Vacancies • Need to recruit 20 health visitors a year to remain on present staffing levels • Long term retirement issues (Nationally 1 in 5 presently over retirement age) • National and local problem Nationally: 1988 (10680 FTE) 2006 (9376 FTE) 2007 (9056 FTE) 2008 (8764 FTE)

  7. Current Workforce (LCR) – age (cont.)

  8. Option appraisal • Train more health visitors • If above, need more practice teachers to sign off student health visitors • Both the above are long term approaches • Introduce more skill mix Need a model which is quick, cheap and easy…….

  9. Return to Practice an Option? • Return to practice takes 3 months • Training a new health visitor takes 1 year (one intake) • Will there be any HVs interested in returning to the profession? • Nationally RTP courses cost between £1000 to £1500 • RTP students have to fund this themselves • NMC requirements a minimum of 75 hours of theory and 75 hours of practice (portfolio of evidence) • Student require a placement and sign off mentor

  10. Eligibility The Nursing and Midwifery Council (NMC) implemented a Return to Practice Standard in 1995. All Nurses, Midwives and Health Visitors in UK wishing to re-enter practice following a lapsed registration (e.g. having practiced fewer than 100 working days or 750 hours in the preceding 5 years or 450 hours in 3 years) need to undertake a course. (NMC 2000).

  11. First launched April 2008 Worked in collaboration with University of Northampton The course runs at Northampton University 4 times a year. (offer RTP placements April, June and January) Clinical Education Leads offered additional in house training sessions e.g. breastfeeding, postnatal illness, record keeping, safe guarding All RTP students have a temporary funded 12 week contract (15 hours) 7.5 hours in college and 7.5 hours in practice. ( mid point band 4) The university course fees are also paid by LCRCHS LCR Return to Practice Scheme

  12. On completion • If the RTP student is successful and if there is a vacancy an interview is arranged for health visiting post. • Band 6 salary is paid from registration being confirmed from NMC • If the student is unsuccessful the contract is terminated. • We do not guarantee a position

  13. Financed by under spend Quicker than training new HVs. Cheaper to train Some have a lot of previous experience Partnership working Evaluated favourably Need a university who delivers a Return to Nursing course Students need good support and mentorship Need internal education sessions in house to build on University Course This route may not suit the health visitor that has not practiced for more than 10 years. Pros and Cons
