Proposed amendments for Seed Certification and Variety Release • Insertion of definitions for: • “certifying authority” ( to include National Seed Authority) • “international or regional instrument” • Twelfth Schedule: • SADC Variety Release System: Application Form • Seed classes • Except the class for “quality declared seed” which each country shall determine individually • Seed Certification Standards
Proposed amendments for Quarantine and Phytosanitary Measures • Proposed that current regulations be streamlined into the following three Regulations:--- • 1. Plant Pests and diseases ( Importation and Control of Pests) Regulations, 2012 • 2. Plant Pests and Diseases (General) Regulations, 2012 • 3. Plant Pests and Diseases (Nursery) Regulations, 2012
Proposed amendments for Quarantine and Phytosanitary Measures Continued • The three proposed Regulations shall each deal with specific issues relative to Plant Quarantine and Phytosanitary Measures within Zimbabwe. • The proposed Plant Pests and diseases ( Importation and Control of Pests) Regulations, 2012 contain the amendments that shall enable Zimbabwe to be fully SADC Seed System compliant.
Proposed amendments for Quarantine and Phytosanitary Measures Continued • These amendments shall be effected through the incorporation of:-- • A) Harmonised list of pests that require control when seeds of important crops are traded among SADC countries and when moved from a country outside the SADC region into a country within the SADC region. • B) The adoption of common formats of various certificates and documentation specifically, • Plant Import Permit; • Phytosanitary Certificate; and • Re-Export Phytosanitary Certificate.
