EMERCOMs EMERCOM = EMERgency COMmittee, former name of the Russian Ministry for Civil Defense and Emergencies. RNCEHR = Russian National Corps of Emergency Humanitarian Response. An intra-Ministerial task force responsible for coordination between various departments, agencies and search-and-rescue centers of the Ministry, to ensure fast-track decision-making as far as emergency relief and humanitarian response operations are concerned. Headed by the Director of the Department of International Cooperation of the Ministry. EMERCOM Agency – 100% state-owned Federal State Establishment, founded by the Ministry, and a part of the RNCEHR. Founded in 1996 as a special foreign commercial division and as a managing/executing organization for the Ministry’s (EMERCOM) humanitarian operations, responsible for the support and coordination of these operations (with other Russian organizations, customs authorities, foreign partners, etc.).
