National Probation Service Facilities Management Contract Induction and Site Briefing Card MORRISON an awg company Background to the Approved Premises Contract The National Probation Directorate tendered the National Probation Service Approved Premises Facilities Management Services Contract in March 2002, with the aim of ensuring that future services provided in the ‘approved premises’ were consistent nationally, whilst being provided to a high quality. The objective being to meet the needs of the Probation Service and its residents whilst maximising the efficiencies to be gained from new management arrangements. The contract estate comprising 88 premises, and cluster premises providing accommodation to individuals either on bail, licence or a community rehabilitation order. The residents often have some restrictions and conditions on their movement. They are encouraged to seek employment and take part in accredited development and rehabilitation programmes. Each of the premises takes between 22 and 40 residents, the occupants vary and include high risk offenders and those with drugs and alcohol problems who have been released after completing their sentences, or who have nowhere else to go or are there for their own safety. The National Probation Service performs a crucial role in the vision for a safer society in reducing re-offending; this is partially achieved through the role of ‘pro-social modelling’, an approach to training and teaching life skills to the residents, in which all staff on this contract will participate. The key to the success of this contract lies in the integration of the contract staff with the NPS employees and the residents. In the course of the work of delivering this contract staff will inevitably come into close contact with the residents and may become aware of confidential information, this must not be disclosed outside of the premises. It is also likely that some of the residents will be manipulative and attempt to seek information about NPS or contracting staff, be aware of what you are saying and to whom you are saying it. This understanding is important for your personal health and safety – do not under estimate the environment in which you are working. • THIS NOTICE IS A HEALTH & SAFETY INSTRUCTION • You are required to comply for your own safety • As part of the facilities management contract for the Approved Premises, Morrison Facilities Management and its supply partners are responsible for your health and safety. We recognise that this comprises operational risks attached to the type of work undertaken such as using chemicals, hot equipment and maintenance tasks. It also includes risks associated with the Approved Premises environment, which need to be managed and controlled in conjunction with the Probation Service staff. • To comply with Health & Safety legislation and practice and also to ensure your well being, we will be carrying out a skills check and personal risk assessment process with each of you as quickly as possible, until that time to ensure your safety, you must NOT carry out the following activities without prior approval and consultation from Morrison staff or our supply partners: • Repairs & maintenance on Gas Appliances • Repairs or maintenance on electrical equipment or appliances • Repairs to electrical wiring or sockets • Any work at a height over 2 metres, working from ladders/steps • Any work that involves non-domestic machinery and power tools • Grass cutting or hedge trimming with mechanical equipment • Use pest bait or chemicals that are not for domestic use • Pest and weed killing sprays in the property or garden • Use of Naked flames (hot work) except for cooking • Any work that puts you in a ‘confined space’ • Working alongside roads and highways • Once the skills check and risk assessment are complete your line manager will discuss the content with you and advise you of those tasks that you may now carry out as part of your role and ensure that you are supplied with the required personal protective equipment. • Please understand that your safety is paramount to us and this process is designed specifically with you in mind. Confidentiality You must not discuss the nature of contract and identity of residents or the Approved Premises Environment with any 3rd parties outside of the National Probation Service or Morrison without prior written agreement. Any breach of this will be treated as gross misconduct and could result in your summary dismissal. A full security vetting check and Confidentiality Agreement will be required asap. This may include giving experience of work tasks such as cleaning, gardening and catering.
