Food, Agriculture and Natural Resources (FANR) FANR Directorate has the mandate to facilitate issues related to CAADP. • Objective: To develop, promote, coordinate and facilitate harmonization of policies and programmes meant to increase agricultural and natural resources production and productivity and to promote trade, ensure food security and sustainable economic development in the region
Core Functions of the Directorate • Developing, promoting and facilitating the harmonization of agricultural policies, taking into account gender equity in development strategies and programmes; • Ensuring sustainable food security policies and programmes; • Developing, promoting and harmonizing of bio-diversity, sanitary and phyto-sanitary, crop production and animal husbandry policies; • Developing measures meant to increase agricultural output of agro-based businesses; • Strengthening regional capacity for agricultural research; • Developing, promoting and facilitating the harmonization of policies and programmes aimed at achieving effective and sustainable utilization of natural resources such as fisheries, forestry and wildlife; • Developing and facilitating the harmonization of sound environmental management policies; and • Promoting trade in agricultural products.

Ensuring Food Availability through: • increased food production and productivity; • enhanced irrigation and water management; enhanced conservation and management of natural resources; • control and eradication of pests and diseases; • development of regional input market; • increased access to agricultural land; and • strengthened agricultural research and development.
Ensuring Access to Food through: • improved agricultural trade; • commercializing of agricultural production; • and enhanced agro-business including agro-processing.
Promoting food safety and nutritional value of foodthrough: • facilitating development of Regional Food Quality Standards; and • sharing of information on best practices
Ensuring disaster preparedness and awareness for food security through: • development of Regional Food Reserve; • development of Regional Early Warning System; and • provision of information for food relief, poverty reduction and rehabilitation.
Ensure equitable and sustainable use of environment and natural resourcesthrough: • facilitating development of regulatory frameworks for regional cooperation; • integration of environment and sustainable development issues into sectoral, national and sub-national plans; • promoting regular assessments, monitoring and reporting on Environmental conditions and Trends in the region; and • facilitating Regional positioning in environmental negotiations.
Strengthening institutional frameworks and capacity building through: • facilitating harmonization of rules and regulations; and • strengthening institutional development
Mainstreaming of CAADP Processes into FANR Interventions: The Directorate is working on the following: • Development of Regional Agricultural Policy from which to develop Regional SADC Compact • Development of Multi-donor Trust Fund (MDTF) Strategy • Facilitating Member States to develop Investment Plans
Implementation • SADC completed the first 5 –years in the Implementation of RISDP in 2010; • An internal RISDP Implementation Report produced – external awaits independent evaluators. • Copy of the FANR programme implementation available for distribution.
Agricultural Information Management Systems (AIMS) • Development objectives of AIMS: Integrate and rationalise the various information systems within the FANR into an effective, efficient and coherent system in support of revitalising agricultural growth, enhancing food security and promoting rural developmentin the region. • Strategic goals: • To provide support and input into the monitoring and evaluation system of the SADC Regional Indicative Strategic Development Plan RISDP; • To meet the objective of the Dar-es-Salaam Declarationon Agriculture and Food Security with regard to a Regional Integrated Agricultural Information System.
AIMS Activities • Coordination of information management within the Food, Agriculture and Natural Resources Directorate • Support of the regional early warning activities • Acquisition and dissemination of early warning information • Preparation of regional agro-meteorological and food security monthly reports • Vulnerability Assessment and Analysis
The SADC AIMS Portal • A web portal was developed in 2008 for dissemination of agriculture information and for the promotion of networking in the region. • The proposed components of the AIMS Web Portal are shown below [some of which are still under development] • => http://aims.sadc.int Graphical User Interface being Managed by Content Management System Spatial/GIS Information e.g. Natural Resources use,production, climate, disease Directories and Information object repositories Institutions, People Documents, Metadata Numerical Data e.g. Production, Social, Climate, Trade, Stats
Development of AIMS regionaldatabase • Regional database developed with focus on national datasets and 1st sub-national level data • Modules available • Human population • National food balance • Food insecure /vulnerable population • Crop production [area, yield, production] • Livestock production (including livestock numbers + animal health) • Fish production • Markets / Commodity prices • Forest cover • National accounts
Development of a national version of AIMS database • Requests for similardatabase application to assistwith data management at national level: • SADC AIMS has developed a draft national AIMS databaseapplication based on Regionaldatabase – withfacilities for data entry for all administrative levels; • A customised version has been provided to the TanzaniaMinistry of Agriculture and Food Security for testing; • Resource constraints have so far prevented support to MemberStates.
