The Development Concept • The Zanzibar Poverty Reduction Plan is a national development plan. • As such all sectors and the community at large become stakeholders. • Principal Secretaries are the Chief Executives in their respective sectors and ministries. • The Principal Secretary (MOFEA) is accompanied by colleagues appointed by The Chief Secretary. This is a Government Delegation.
Why the Review ? • Reviewing ZPRP is essential so as to provide feed back on its implementation. The following essential elements were identified in undertaking the review:- • Pre-launch Consultations • Public Launch of the ZPRP review • Consultations Process after the launching • Group Formulation • Studies and Reviews • Document drafting
continue • Distribute to Working Groups of ZPRP Secretariat • Approval Process (by Inter-Ministerial Technical Committee, The Revolutionary Council and The Houseof Representatives). • Publications and Dissemination
Pre-launch Consultations • The objectives of pre-launch consultations were:- • To provide opportunity for government to consolidate its own ideas and share them with stakeholder groups before finalization of the design of the ZPRP review process. • To provide an earlier opportunity for stakeholders to state their views on focus areas for inclusion in the review, with different groups of stakeholders invited to provide consolidated views (e.g. NGOs, private sector). • To provide room for stakeholders to air their views on how the participatory consultation process should be designed and implemented.
Launching of the ZPRP review • Formal Launching of the ZPRP Review was on 2nd July, 2005. • The launching was disseminated publicly/widely through newspapers, radio, television, and website. • The launching was followed with development and implementation of the ZPRP Communication Strategy. The IEC/TWGwas fully involved in this activity
The following is the list of key institutions:- • MOFEA • to provide resources (human and financial); • coordination but not necessarily to manage the details of the process. • Inter Ministerial committee – (technical support). These were held under the auspices of MOFEA.
Drafting Team D.T. is not based on sector representation; but rather on individual capacity. Drafting Team provides technical support to: • The whole Review/Consultation Process; • The drafting of new ZPRP. • The Drafting Team will lead the task. • The roles of other key stakeholders ( roles for NGOs, private sector and others) are clearly specified). • A consultant was engaged to work very closely with D.T.
ZPRP/PMS technical working groups • The Groups are:- • RAA ( Research and Analysis Advisory); • IEC (Information, Education and Communication); • Survey and Census; and • PER (Public Expenditure Review). • The TWG’s activities are coordinated by the ZPR Secretariat. • Office of the Coordinator is now operational to support the Secretariat.
Development Partners Group Some DPs supported various sectors in: • the ZPRP Review; • technical backstopping; • provision of funds. Some DPs took part in the Consultation/Review Process according to their areas of interest. A wider participation of DPG shall be organized when the The Review Report is finalized.
Capacity building workshops These were conducted in:- • Mainstreaming MDGs to D.T., PSs, and DPAs; • Mainstreaming of:- • Population Issues; • HIV/AIDS. • Technical Report Writing Skills; • Inception Report on Household Budget Survey. • Result Chain Analysis.
Other areas that capacity building and consultancy is needed • Employment; • Social protection. • The Drafting Team does not have the capacity to mainstream these issues. Areas for which consultancy is ongoing are:- • Food Security • Environment (The Ministry of Agriculture, Livestock and Environment is on progress in these areas) :-

Major Issues Raised Heavy dependency of rain-fed agricultural system • High inflation rate • Low Human resource base and skills • High unemployment rate • Inadequacy to access of water supply • Unreliable power supply (in Pemba) and low voltage aged and over loaded submarine cable in Unguja. • Poor accessibility of financial services • Over exploitations of non-renewable resources . • Lack of export strategy
Low capacity in the referral Hospital • Inadequate capacity of Chief Government Chemist Laboratory. • HIV/AIDS pandemic and other communicable disease
Actors that were involved in the Second Round Consultations Grassroots ( A questionnaire designed by OCGS). • Focus Group: • Widows; • People with disabilities; • Farmers; • Community leaders; • Women; • Youths; • Political Parties • Most important was The Committee of the House of Representatives
Major Issues Raised Poor education facilities - Inadequate water supply • Corruption is still a problem • High illiteracy rate, unemployment, discrimination among disabled person • School contribution by parents too high. • Poor feeder roads • Primitive technology in agriculture • Lack of agro based processing industries
Lack of awareness on environmental conservation • Low knowledge on civic education • Inadequate housing facilities for medical staff and teachers • Existence of sexual abuse for women and children
Issues raised… continue • Cluster No.1: Growth and Reduction of Income Poverty • Goals: Strengthening economic management: • Macroeconomic management. • Economic reforms prorgamme • Achievements • Financial management reforms introduced. • Introduction of MTEF/PER systems of budgeting, and improvement of procurement system; • Establishment of CPO and Central Payroll
continue • - Goals: Promoting food security by • increasing availability and access of • food to the poor: • Reducing the number of people below the food poverty line; • Strengthening agricultural sector productivity; • Developing safety nets for food vulnerable groups.
Issues raised… continue • Augment growth, investment and employment in the productive sectors • Focus on agricultural sector productivity; • Increasing export capacity of the economy; • Develop upscale and sustainable tourism sector; • Develop a competitive manufacturing sector; • Improve business environment for increase private sector participation. • Achievements • Trade, SME, Tourism and Investment policies are in place,; • Tourists coming to Zanzibar have increased from 65.000 in 2002 to 98,000 by end of 2004.

Issues raised… continue • Cluster No.2: Social services and Well being • Education Goal: Equitable access. Achievements:- · - Improved access and quality. · - Increased number of schools from 139 in 2002 to 205 in 2005( 117 private in 2002 and 180 in 2005). · - Gross Enrolment Rate increased from 14.0% (female 14.2%) in 2002 to 15.9% (female 15.7%) in 2005. ·
Education continue · - Primary level and secondary level and increase was from 40.0% (female 38.55%) in 2002 to 52.23% (52.36%) in 2005. - Quality of education delivery has also improved. - - Indicators show that transition from FII to FIII, FIV to FV and A level has improved. · - Inclusion of HIV/AIDS topics in school curriculum. · - Established of school heath clubs and counseling services. · - Increased awareness by communities on the importance of education and vocational training

Achievements: - Rehabilitation of Urban Sewerage system - Construction of latrines in rural areas - Advocacy on proper liquid and solid waste disposal. - Zanzibar Municipal Council ZMC improved capacity of solid waste disposal. - Community based solid waste disposal management introduced. - Establishment of private solid waste recycling company.

Achievements: - The population policy is in place and awareness on population issues increased - Capacity to integrate population issues in the sectoral plans improved.

GOOD GOVERNANCE CONTINUE - Public service reforms underway. - Good governance strategic plan prepared. - Government Information Policy developed. - Partnership with Civil Society advanced. • Goal: Respect for the Rule of Law. Achievements: - Steps have been taken towards the development of an effective system of legal aid. - Legal Studies have been established. - Improvements in the process of revising and preparing legislation.

continue Other issues of Concern: · Assistance in scientific costing of new ZPRP · Crisis in the energy sector · Expedite the process of rolling out BEST programme to Zanzibar. Final points: - Support requested from DPG to provide their expertise through a formal process (e.g DPG Monitoring Group). - Provide additional resources on the extra work (e.g Development of growth and employment strategies). - DPG to be more actively engaged in the ZPRP Review and formulation of new ZPRP.
