  2. MICR Segments A MICR1 record stores information for the following: Administrative Segment Up to Four Offense Entries One Offender Record One Victim Record(including LEOKA) One Arrestee Record Up to Four Property Items

  3. No Criminal Data For smaller agencies, if you have no MICR reportable offenses for the month, a zero record must be submitted. This will credit your agency with reporting for that particular month and ensure 12 months of complete reporting. MICR Handbook Section 2:Page 2-6

Additional MICR Information MICR3– Supplemental Offender Information (Up to 99) MICR5 – Supplemental Victim Information (Up to 99) MICR7 – Supplemental Arrestee Information (Up to 99) MICR9 – Supplemental Property Information (Up to 999) The FBI will only accept 10 property items for each property loss type. List the most valuable property items first based upon replacement or actual cash value.

  6. What is a data element? Data Elements • A unique piece of information within a record type • Allows specific details for an incident • Administrative information that identifies the incident within MICR

  7. Data Elements Action – Data Element 1 • O = Original • A = Add • M = Modify • R = Replace • D = Delete • W = Window Update • I = Inquire

  8. Window Records To update incidents that occurred prior to the base date, a Window record (W Action) must be submitted. The incident report can only include: Exceptional Clearance OR Arrest Information OR Recovered Property

  9. Window Records Example: Original Incident was reported in 2009. Arrest made on 3/20/2010 - Submit W record with arrest data; use original incident date from 2009. Property recovered on 6/05/2010 Send a Delete record for the 1st Window Record. Submit a new W record with both arrest and property data. Use original incident date from 2009.

  10. Data Elements GEO Code – Data Element 7 - Optional field - Can contain any information the agency would like to note (precinct #, badge #, etc.) - Field may be used in the future with crime mapping

  11. Data Elements Occurrence Report Indicator – Data Element 9 Only two options: “E” for the date the event occurred “R” when the event date is unknown or if the crime occurred before the current year and is now just being reported

  13. Offender Suspected of Using – Data Element 17 - Used to describe what, if anything, the offender(s) used in the commission of the crime. MICR1- Offense Segment

  20. False Not all file classes require offender information. This segment may be left blank. OR If a file class requires offender information, the offender number can be entered as “00” and the remaining fields blank.

  21. Question A burglary occurred at a residence while the owner was away. How should an offender be reported to MICR?

  22. Answer This file class (22001) requires offender information. If nothing is known about the offender, submit Offender Number “00.” If something is known of the offender, complete any known information and code the remaining fields as unknown.

  23. MICR1 - Victim Segment Provides demographics, circumstances and relationship to offender for the first victim involved in the incident Victim: - Number - Connected File Class - Type - Age - Race - Sex - Injury

  24. MICR1 - Victim Segment • At least one victim must be reported. • Victim Number cannot be duplicated. • There must be at least one victim connected to each of the file classes listed in the offense section. • If there are multiple victims, they should all be entered.

  27. MICR1 - Victim Segment • Victim Injury – Data Element 34 • Determine the best code to describe the most serious injury. • If the offense is coded as a homicide, the victim’s injury must be marked as fatal (F).

  28. MICR1 - Victim Segment • Victim Circumstance - Data Element 35 • Murder/Non-Negligent Manslaughter (Codes 01-10) • Aggravated Assault (except 07-mercy killing) • Negligent Homicide/Manslaughter (Codes 30-34) • Justifiable Homicide (Codes 20-21)

  29. Data Elements Victim Circumstance - Justifiable Homicide If the criminal died during the incident and is the victim, the circumstance for the justifiable homicide would be coded as: 20 – Criminal Killed by Private Citizen OR 21 – Criminal Killed by Police Officer

  30. Data Elements Victim Circumstance – Gang Related When reporting Gang activity, reference both Victim Circumstance and Activity Type (“J” for Juvenile Gang or “G” for Other Gang) in the correct data fields. Use MICR Codes: 04 = Gangland 05 = Juvenile Gang

Data Elements • Offender-Related Number – Data Element 37 • MICR allows for only two Victim to Offender Relationships • Victim-to-Offender Relationship – Data Element 38 • Enter the two-digit code that best describes the relationship of the Victim to the Offender This data identifies domestic violence and child abuse.

  32. Data Elements 37 & 38 When the Victim IS the Offender (VOR 31) Defined: When all participants are both victims and offenders in the same offense. Example Officers arrived at a domestic dispute between a husband and a wife. The wife has visible choke marks aroundher neck, and the husband is bleeding from a stab wound. Husband and Wife are both victims and offenders.

Data Elements When the Victim is the Offender – (VOR 31) Offender 1 = Husband Victim 1 = Husband Offender 2 = WifeVictim 2 = Wife VOR Fields: VOR 03 = Parent and VOR 05 = Child and VOR 31 = Offender Offender 1/Victim 1= 01/31 (Victim was the offender/husband) Offender 1/Victim 2= 01/01 (Victim was the wife) Offender 2/Victim 1= 02/01 (Victim was the husband) Offender 2/Victim 2= 02/31 (Victim was the offender/wife)

  34. Victim to Offender Relationship 31 (The victim IS the offender) - Must have two offenders that are both victims of the same offense Data Elements

  35. VOR = Spouse - Victim/Offender Must be Opposite Sex - Age of either cannot be < 10 years of age VOR for CSC 11001, 11002 - Victim/Offender Must be Opposite Sex Data Elements

  36. MICR1 - Arrest Segment Provides detailed arrest information for the first arrestee Arrest: - Number - Type - Age - Race - Sex - Armed (up to 2) - Date of Arrest - Multiple Arrest Indicator - Clearance Indicator

  37. MICR1 - Arrest Number Offender 01 = 27/W/M Offender 02 = 22/B/F Offender 03 = 42/I/M Arrested: 22/B/F 42/I/M The 22/B/F would be Arrest Number 02. The 42/I/M would be Arrest Number 03.

  38. MICR1 - Arrest Segment The number of persons arrested are counted, not the number of charges. Traffic offenses/arrests are not reportable to MICR except for Hit and Run and OUIL. Each arrestee is assigned a sequence number (01 – 99). ONLY SUBMIT “ONE” SET OF ARREST DATA PER ARRESTED SUBJECT.

Data Elements • Type of Arrest – Data Element 40 • Record arrest data on all persons processed by ON-VIEW ARREST, CITATION OR SUMMONED, or TAKEN INTO CUSTODY. • Include: • Those persons arrested and released without a formal charge. • Juveniles taken into custody, warned and released without being charged.

  40. Data Elements • Type of Arrest • O (On-View)Taken into custody without a warrant for the current incident. • S (Summoned/Cited)Not taken into Custody. A citation or summons is issued. • 3. T (Taken into Custody)Based upon an existing warrant and/or previously submitted incident.

MICR1 - Arrest Segment • Age, Race, Sex – Data Elements 41, 42 and 43 • If there is an arrest, age, race, and sex and offender information must be submitted. • Use approximate age if unknown (Valid ages 07 -99) • “Unknown” cannot be reported for sex of the arrestee • Optional Data Elements • Ethnicity • Residency

MICR1 - Arrest Segment • Arrest Charge – Data Element 46 • 4-digit code • Only one arrest code is reported per arrestee • Cannot enter a Group A arrest code for a Group B incident • Can enter a Group B arrest code for a Group A incident • If arrestee was apprehended for more than one offense, report the most serious arrest charge code

  43. MICR1 - Arrest Segment • Arrest Armed – Data Element 47 • No weapon - enter “01” unarmed • Up to 2 weapon types can be recorded • Report if weapon was “automatic” • Report semi-automatic firearms “15” (Other Firearm) • Code toy or play gun as unarmed “01” • Found on the offender’s person

  44. MICR1 - Arrest Segment Multiple Arrest Indicator – Data Element 49 M – Multiple - This person was arrested for more than one incident. This arrest clears this incident but is not counted; the body is counted on a difference incident. C – Count Arrest - This person was arrested for more than one incident. This arrest clears this incident and the body is counted. N – Not Applicable - This person was arrested for only this incident. The body is counted.

  45. Multiple Arrest Indicator Multiple Arrest Indicator: All offenses within one incident are cleared by a single arrest. If an offender is arrested, all incidents he/she is involved with may be cleared. One set of arrest data will “count” and the body will be counted once. Incidents reported Jan 10 - Vandalism Feb 10 - Burglary Mar 14 - Burglary Submit updated reports to MICR: 4/1/11 arrest - “M” for multiple 4/1/11 arrest - “M” for multiple 4/1/11 arrest - “C” for count Three incidents have been cleared with one arrest.

  46. MICR1 - Arrest Segment Disposition of Arrest Under 18 – Data Element 50 H – Handled within the Department (released to parents; released with warning) R – Referred to Other Authorities (juvenile court, probation, welfare agency, adult court)

  47. MICR1 - Arrest Segment Clearance Indicator – Data Element 51 (Use for Window records only) Y = Clears the Incident N = Previously cleared by arrest

  48. True or False? If you do not know the age of the person arrested, you may use “00” for unknown and update the age at a later time.
