IMPLEMENTATION POLICY CAPACITY Figuring out what works…with MRVers on the ground. • Remember the Reporting Framework (connect the dots) • Good enough approaches that deliver (no overkill) Build & Share MRV Know-How • Holistic approach to MRV • CMRV links to NMRV & SIS • Green development M&E • Biodiversity Safeguards • Links between WWF and national/regional processes/ communities • Political and institutional frameworks • Help build synergies among ongoing processes • South-South collaboration • www.reddcommunity.org • Long term capacity • Direct support • R&D Connecting the dots!!!!

The rise of CMRV (NMRV-CMRV-FPIC) • Information flow: • lack of transparency • Only in one direction • Acknowledge limitations: • “Hey this is what we have, we know its limitations and propose to use it this way” • Lack of humility: RS can only go as far…. • ACTIVITY DATA (RS is not a source of activity data) • The a need of a broader base of expertise • We have come full circle: • The forest for the trees…again • Trees have the right to die! • Natural dynamics • Structural heterogeneity dynamics • Noise in the data • The non use of a significant MMU • The pixel for the MMU • How to deliver long lasting capacity as opposed to products • Project based approach vs. Institutionalization of MRV • Academic approach towards building capacity? • R&D ≠ capacity building….we need the teachers • Cutting edge vs. Established methods. (next) • Non-access to the data (intermediate prods) • Technology packages vs real country needs • Interpretation of UNFCCC mandate • Transparent • Robust** • Accurate** • Replicable • Verifiable Challenges Need guidance on criteria for this!!! Legitimacy
Needs for developing capacity • Process based support rather than product based. • Long-term financing mechanisms • Not project based • Linked with institutional development • Govts need to do the homework • Institutional arrangements • Their own strategies for capacity • Develop clear criteria for supporting agents: CONSOLIDATING • Develop clear a clear strategy (WWF & Redd Academy) • Academia as in Educating • Maintaining Capacities • Emphasize service providers with necessary structure and logistics for long term support. • R&D need to be separated from support for establishing well known alternatives • We need to make this thing SIMPLER not more complicated • Any dataset can be used adequately, in a legitimate way • Not generate non based expectations • Figure out how to live with uncertainty in a legitimate way • Meet Countries real needs: Connect the dots! (donors talking to each other) • The rise of CMRV (NMRV-CMRV-FPIC-SIS) • Better activity data! • Better interpretation of RS data • Better context for understanding what we see
