The regulations in the 1996 toward gradually increasing the resources required to respond to a worst-case discharge, and to support development of a national system of response preparedness. Under these regulations, the Coast Guard periodically reviews existing oil removal equipment requirements to determine if increases in mechanical recovery systems and additional requirements for new response technologies are practicable. The Coast Guard increased mechanical recovery Caps in 2000 via Federal Register notice (65 FR 710). This current rulemaking was scheduled to be published in 2003. ISB has been removed from the rule because the limited use window did not justify the cost History of this Rule
