HOUSE BILLS HB 2314 – Social Worker Licensure • Exempts School Social Workers (SSW) from licensure under the State Board of Social Workers • 2009 Legislation would have required TSPC-licensed SSW to also be licensed by the State Board of Social Workers • Introduced by Reps Komp and Greenlick http://www.leg.state.or.us/11reg/measpdf/hb2300.dir/hb2314.en.pdf

  4. HOUSE BILLS HB 3474 – Rep. Komp’s Bill • Creates Educator Preparation Improvement Fund • Appropriates $100,000 for the fund • Distributed by TSPC • Encourages approved teacher preparation programs and school district partnerships

Komp’s Bill (cont) • Renames Professional Organization Fund the National Boards Certification Fund • Allows funds to be spent on encouraging teacher and administrator candidates to seek national bd cert • Allows funds to be spent on support for national board certification applications

SENATE BILLS SB 141– Speech Language Pathologists • Exempts TSPC Licensed Speech Language Pathologists (Communications Disorders) from licensure by the state Board of Examiners for Speech Language Pathology and Audiology • Only allows if working for public school, ESD, or charter school • Allows supervision of SLPA’s if comply with BESLPA rules and statutes

SENATE BILLS SB 141– Speech Language Pathologists • SLPA Supervision • New proposed rules (Hearing July 20) require basic, standard, initial or continuing license with speech disorders or communications disorders endorsements to supervise SLPA’s • Also requires minimum of 2 years experience if licensed after 1999; five years experience if licensed prior to 1999. SENATE BILLS SB 250– ESD Governance (et al) • Requires TSPC to develop “advanced certification” for ESD Superintendents • Required of all current and future administrators by 7-1-13 • Includes work experience and advanced study • Knowledge of theories of change, strategic planning, financial planning • Capable of formulating inter-organizational cooperation & developing partnerships
