CENSUS MAPPING – THE PHILIPPINE EXPERIENCE Vincent Olaivar National Statistics Office Philippines
Background The Philippines • 7,100 island • 287,564 sq. km. • 17 Regions • 81 Provinces • 1,500 municipalities • about 42,000 Barangays • about 64,000 Enumeration Areas (EAs)
Background EA determination/delineation Factors considered: • Population size of barangay • Duration of census operation
Mapping Unit • Mapping standards group • Sets standards for preparing maps and Geographic Codes • Conducts map inventory • Evaluates base maps • Cartography group • Constructs maps based on mapping standards • Prepares enumeration area (EA) maps • Map reproduction group • Reproduces maps that will be used in census enumeration and supervision Background
Background The NSO Mapping Unit • 21 permanent personnel • 10 personnel involved in GIS mapping • Over 1,000 personnel hired during pre-census mapping • Manifold software • 37 GPS units
2000 Census Experience • Digitized Aerial Maps • Used topograhic aerial photography • Piloted in Metro Manila • Contracted by a domestic and private corporation • January to September 2000 .
2000 Census Experience • Problems Encountered (maps using aerial photography) • Maps not delivered on time • Delineation/Demarcation not accurate • Lack detailed street names and landmarks
2000 Census Experience • Problems Encountered (sketch map-based) • Base maps used are not very accurate • Most have only the boundaries digitized • Those with street patterns and landmarks are not very accurate
2007 Census Experience • Satellite Image Maps • Used available Google Earth satellite images • Converted some of these images into GIS maps using Manifold .
2007 Census Experience • Problems Encountered (Satellite image maps) • Google Earth map images not available in most of the rural areas • Some images are cloud-blurred
2007 Census Experience • GPS hand-held devices • Did some studies/ comparison on GPS and GIS positional accuracy and consistency • Sketch maps update (incl. land mark identification and road tracking) .
2007 Census Experience • Problems Encountered • (GPS hand-held devices) • Number of units not enough to update all sketch maps • Weather dependent • Expensive • Field-work intensive
2010 Census Plans • Avail more GPS unit • Maximize use of satellite images since these images are quite accurate • Use of GPS in updating sketch map-based GIS maps • Use of GIS maps in pre-enumeration and enumeration activities • Capitalize on GIS development
2010 Census Plans • Capitalize on GIS development in the Local Government Units
