Eligibility Requirements for Schools • Located in New York State (NYS) • Approved by the State Education Department (SED) to offer undergraduate degree programs • Participate in the NYS Tuition Assistance Program (TAP) • Offer a program of part-time study • Have a tuition charge of at least $100 per year for programs of part-time study
Institutional Application to Participate • Applications available on HESC Web site prior to the start of each academic year • Complete, sign and return to HESC by specified deadline for the academic year • School must designate a contact to serve as the institutional representative for the program • By submitting the application, the school agrees to adhere to the regulations and guidelines governing the program
Institutional Allocation • APTS is funded by a New York State annual appropriation, allocated to participating institutions • School receives notification of program funds available for the coming year prior to the fall term • Allocation amount determined by the previous fall part-time enrollment figures provided by the State Education Department. • Funds not used during the academic year revert to the state and cannot be used during a subsequent academic year • A reallocation of APTS funds, within sectors, is permitted
Student Application Process • Applications and Instructions are available on HescWeb for Schools • A student must file a complete application with the institution for each academic year in which an award is sought • Institutions must retain student application forms for five years following the academic year • No final awards may be made until action on the budget is complete
Student Eligibility • Citizenship • Federal Guidelines • Residency • Requirements specific to New York State aid • Military Residency Waiver
Student Eligibility • Have graduated from high school in the United States, earned a GED, or passed a federally approved "Ability to Benefit" test as identified by the Board of Regents as satisfying the eligibility requirement of this section and been independently administered and evaluated as defined by the Commissioner of Education • Not be in default on a student loan guaranteed by HESC and not be in default on any repayment of state awards • Enrolled as a part-time student • Be matriculated in an approved program of study in a NYS post-secondary institution
Student Eligibility • Be in good academic standing • Have received a cumulative passing average of “C” after having received the equivalent of two full years of State sponsored aid • Be charged at least $100 tuition per year • Not have exhausted TAP eligibility • Meet income eligibility limitations
Income Limitations • D= Dependent-NTI cannot exceed $50,550 • I= Independent-NTI cannot exceed $34,250 • C= Independent with dependents- NTI cannot exceed $50,550
Good Academic Standing • Satisfactory Academic Progress (SAP) • Pursuit of Program (POP)
Satisfactory Academic Progress • Student must successfully complete a minimum number of semester hours of credit, with a minimum grade point average • Must be checked every second semester • A second half payment is added to the first to become a whole payment • Standard of SAP must be approved by State Education Department (usually in chart form)
Pursuit of Program (POP) • A student must earn a passing or failing grade in a percentage of the minimum course-load in each term an award is received • Must meet requirements every semester
Good Academic Standing Additional Info. • Beneficial Placement • # of credits earned or # of payments received, whichever is more beneficial • Reinstatement of Good Academic Standing • Making up SAP at own expense • Absent for period of six months • Transfer to another school • Waiver
Waivers • One time Waiver of Good Academic Standing • C-Average Waiver
TAP Payment Points • Point system monitors number of payments • APTS Recipients use TAP undergraduate points • APTS Recipients use three (3) points per term • Equivalent of four years of TAP payments for undergraduate study

Part-Time TAP • Part-Time TAP is not the same as Aid for Part-Time Study (APTS) • To be eligible for Part-Time TAP, a student must: • Be a first-time freshman in the 2006-07 academic year or thereafter and most importantly • Have earned 12 credits or more in each of the two consecutive semesters, for a minimum total of 24 credits earned • Maintain a minimum of a “C” average
Veteran Tuition Award • Beginning with the 2008-09 academic year, the Veterans Tuition Award for part-time study will be prorated by credit hour. • Part-time study for veterans is defined as at least three but fewer than twelve credits per semester (at least three, but fewer than eight per trimester) or the equivalent at a degree-granting institution.
Veteran Tuition Award • Prior to 2008-09 academic year, certifying a designation of HT or PT would indicate the VTA award was half-time. Beginning with the 2008-09 academic year the certification process no longer allows HT or PT for this purpose; the Enrollment Status Field now requires the certifying officer to indicate the number of credits a part-time student is taking.
Revised Certification Procedures • HESC has revised its certification process to improve the accuracy of Part-time TAP (PT-TAP) award and Part-time Veterans Tuition Award (PT-VTA) calculations. • When certifying (or recertifying a student previously certified as part-time) a student for PT-TAP or a PT-VTA, the full-time tuition indicated in the TUITION field on the roster must be changed to reflect the student’s actual tuition liability.
Revised Certification Procedures • The PT-TAP and/or PT-VTA award is then calculated using the student's part-time tuition charge and the number of credits the student is enrolled for. • Revised PT-TAP and PT-VTA certification procedures are available in: • Appendix L – Part-time Veterans Award (PT-VA) Certification Instruction • Appendix M - Part-time TAP Certification Instructions.
