GePNIC - MMP Background of the Project • Adoption of a standardised e-Procurement System • In all state government departments • As a Mission Mode Project (MMP) under NeGP • By Ministry of Commerce and Industry, Department of Commerce. • To be implemented using the e-Procurement system developed by National Informatics Centre - GePNIC. • Implementation in two phase • First Phase - year 2011-12 - 10 States • Second Phase – year 2012-13 – 13 States
GePNIC - MMP Background of the Project …contd • Complete funding by Department of Commerce, GOI • Project Cost Rs. 67.25 Crores for a period of two years. • Fund of Rs 2.5 Crores released till date. • National Informatics Centre Services Incorporated (NICSI) will assist in implementation of the system. • Implementing State will only have to take care of the front-end infrastructure requirements such as PCs and Internet connectivity.
Features of Government eProcurement System of NIC (GePNIC): • Solution : • Generic ; • Covers Goods, Services & Works procurement by Government offices. • Main Functionalities : • Enrolment of Govt officials & Bidders • Tender / Corrigendum Creation and Publishing • Publishing of decisions of Pre-bid meeting • Online Bid submission / resubmission / withdrawal • Online Tender opening / Decryption of Bids • Uploading of Committee Recommendations / Evaluation summaries, Publication of Award of Contract information NIC / NICSI GePNIC - MMP
Features of Government eProcurement System of NIC (GePNIC): • Salient Features : • Facility for Online/offline Payment of Tender Fee and EMD • Payment Exemption • Facility for Multi Cover Bid system • Generation of Comparative Charts for Financial Bids • Communication of ‘Event Alerts’ by Mail / SMS to various stake holders. NIC / NICSI GePNIC - MMP
Role of Dept of Commerce (DoC) • Nodal agency for rollout of eProcurement under MMP across the States • Process Advisory Committee (PAC) - formation • Committee will be the interface between the implementing State Government and NIC • Process related changes, if any will be routed through PAC NIC / NICSI GePNIC - MMP
GePNIC - MMP Responsibilities of NIC / NICSI • Conduct Awareness Workshop • Procurement & Installation of required backend infrastructure • Configuration and installation of solution • Security audit of the configured solution • Hosting of site for each of the State • Provision of generic demo server for training purpose • Arranging the 4 to 8 Facility Management Personnel depending on size of state • Help Desk facility from empanelled vendors
GePNIC - MMP Responsibilities of NIC / NICSI • Preparations of Brochures, User Manuals etc. and circulate soft copy • Facilitate procurement of 10 DSC for pilot departmental officers from NICCA • Conduct First round of training programme • Continuous Handholding support services through FMP team • Assistance in Launching of Pilot tenders • Assistance by NICCA for issuing 500 DSC for each state
GePNIC - MMP Responsibilities of State Govt • State level core committee to be set up • Standard Bidding Document (SBD) to be fine-tuned • Core committee to identify one or two pilot departments • Issuing of Government Orders and Notifications • Participation in awareness workshop of by NIC • Inputs from the Finance and Legal teams • Provide input for setting up of state specific portal • Identify pilot team to acquire 10 DSC from NICCA
GePNIC - MMP Responsibilities of State Govt • Identify and allot space for setting up of Local Help Desk / Project Monitoring Unit • Infrastructure Setup for Facility Management Personnel • Arranging extensive training to Department User & Bidders • Launching of pilot tenders • Extend the solution to other departments initially for the value above Rs.25 lakhs • Enhance the scope of coverage by decreasing the tender value to Rs.10 lakhs and above
Activites Completed • Process Advisory Committee constituted by DoC • NIC Circulated Implementation Guidelines to states • Letter issued for formation of Core Committee by DoC • Workshops held in Rajasthan, Uttarakhand, Maharashtra • Meetings held in Kerala, Chhattisgarh, Puducherry, J & K • NIC has identified Nodal Officers in all states for coordination • Work Order issued for posting 2 Facility Management Personnel in five states • Backend infrastructure ready for 5 states • Site ready for Rajasthan and Uttarakhand
