Special Education HQ Requirements • All elementary level special education teachers must meet NCLB HQ requirements. • All secondary level special education teachers that are sole providers of content must meet NCLB HQ requirements. • Secondary teachers working with students working toward alternate standards (e.g., CoAlt) must be elementary qualified.
Sole Provider of Content at the Secondary Level Yes No Teacher co-teaches with another HQ teacher. Teacher provides consultation. Teacher pre-teaches or re-teaches concepts. Teacher provides additional practice opportunities (e.g., second dip). • Teacher introduces core content and provides full lesson on key concepts to students. HR Coding Reminders • If a teacher works with elementary and secondary level students, create two assignment records. • If teacher passed a CO test, data will come from licensing database (do not fill in “state core content test administered”). • General 7th/8th Grade (subject area code = 0015) is run through elementary HQ determinations.
HR Coding Reminders (cont.) • If secondary sped teacher is sole provider use appropriate subject area code. If not, use 1700. • If secondary sped teacher works exclusively with CoAlt students (subject area = 0070), then run through elementary HQ determinations. • Make sure “years of experience” is correct. This is the only way to trigger a HOUSSE rubric. • Subject area code – 0695 – for foreign languages that do not have an endorsement. These will not run through HQ determinations.
HR Coding Reminders (cont.) • Admin/instructional code 0039 (CEIS) will run through HQ determinations. • Admin/instructional codes for ESL teachers • ESL is primary teacher of reading. Teacher needs to be HQ. Use code = 0011. • ESL teacher provides follow-up instruction in reading. Teacher does not need to be HQ. Use code = 1011. • Admin/Instructional code – 1012 – for Gifted and Talented teachers who do not teach core content
HQ Determinations for PK-12 Instructional Paraprofessionals • Title I Schoolwide and Title I Targeted Assistance Programs • Job Class Code • SW: 415, 416, 418, 419 • TA: 419 • Education Level (10 or greater) • Basic Skill Competence • Education level (15 or greater) • Para test passed • 100% HQ for Title I paras; all HQ para errors must be resolved in the interchanges +

Features of the HQ Online System • Open at the same time as the Data Pipeline Staff Interchange and Snapshots for Special Education and Human Resources • Communicates with the Interchange and Snapshots – completing HQOS records will resolve the Snapshot error • Only collects HOUSSE data and Plans for non-HQ teachers • LEAs and AUs cannot finalize the Snapshot until all Title I core content teachers are HQ

Error Reports • Report lists the reasons why teachers are not HQ – teacher needs: • a current CO license • a degree • to show elementary subject matter competency • to show secondary subject matter competency • to show elementary or secondary subject matter competency
Errors v. HQOS Features • HQOS is part of single sign-on identity management system (IDM) • Local Access Manager provides access to district and AU users • Last year’s passcodes are no longer valid • As applicable, same person can be both the district and AU user • IDM resources: https://cdeapps.cde.state.co.us/index.html
HQOS Features • Filter by AU, district, school, name, SSN, subject, review status, approval code • Sort by same variables • Each record explains why its not HQ. Only displays options that the record is eligible for and that will fix the situation. • Plans from last year should be available for viewing.

Assigned Codes • Code 2 (green): HOUSSE approval. Record should show up as HQ in Snapshot. • Code 4 (yellow) : HQ Plan approval.Proceed with plan to get teacher HQ. Record will not show up as HQ in Snapshot. • Code 5 (orange) : Make changes in the Interchange and create a new snapshot. Teacher will then be HQ. • Code 9 (red): Plan not approved. See message board for an explanation. You need to resubmit a plan in HQOS.
Reports • HQOS Reports • HQOS Final Summary Report: Summarizes all approved HQOS records (i.e., HOUSSE, HQ plans). • HR Report • Data Summary Report in Pipeline: Includes HQ status of all teachers. Make sure to review before final approval. Good reference for final HQ status for all teachers. • If finalize and approve the Shapshot with HQ warnings for non Title I teachers, those teachers will be listed as not HQ on this report and subsequent public reporting.
HQ Summary Report • Available in the Interchange and at the conclusion of the Snapshot • Can use the report in Interchange to be proactive about the HQ errors that will occur during the Snapshot and begin resolving the issues • Report shows all the variables used to determine HQ status and the teacher’s HQ status • Can determine why the teacher is not HQ
