What’s CDNC • CDNC ( The Chinese Domain Name Consortium) was formally established on May 20, 2000. • As an independent and non-profit organization, CDNC is responsible for coordination and standardization of Chinese Domain Name in the international community. • CDNC is an independent and open organization.
Responsibilities of CDNC • To evaluate solutions related with Chinese domain name, including registration administration, policy and technical solutions; • To study, establish, coordinate and popularize standards and specifications for Chinese domain name; • To study and formulate the administrative regulation for registration of Chinese domain names, and coordinate the operation of Chinese domain name in the concerned countries and regions.
Responsible of CDNC (cont.) • To promote and coordinate exchange and cooperation with Internet organizations in the global Internet community; • Other affairs related with Chinese domain name.
Organization Structure of CDNC • The board of directors is the decision-making organ. The board of directors can set up several working groups to help do the work. • The Consortium can recruit its members from individuals and groups, who are interested in Chinese domain name. Those who intend to join the Consortium must submit to the secretariat of the Consortium their applications that are subject to approval from the board of directors.
Rights & Obligations of Members • The right to apply for participation in each working group; • The right to participate in the annual meeting; • The duty to comply with the bylaws and decisions made by the board of directors.
Duties of Board of Directors • To make and revise the bylaws for the Consortium; • To examine and evaluate work reports presented to the Consortium; • To elect the chairman of the board of directors; • To decide establishment and cancellation of working groups and other organs; • To appoint and remove the conveners of all working groups; • To propose and make decisions on important affairs; • To take charge of other affairs related with Chinese domain name.
Meeting of Board of directors • The meeting of board of directors can not be convened unless over 2/3 directors (or authorized representatives) in the board attend. • The resolution can take effect only with the unanimous agreement of all directors. • In principle, the board of directors convenes one meeting every quarter of the year. • The directors of the board must be proficient in Chinese language.
Chairman of the Board The chairman of the Board with a term of one year is elected among members of board of directors. The responsibilities of the Chairman: • To convene and preside over meeting of the board of directors; • To inspect the implementation of resolutions made by the board of directors. • To sign the important documents on behalf of the Consortium; • To appoint the head of secretariat of the Consortium; • To carry out other duties assigned by the board of directors.

Milestones of Chinese Domain Name • January 18, 2000 CNNIC began the experimental registration service of Chinese domain names. • May 1, 2000 TWNIC began to provide the registration service of Chinese domain names in Taiwan. • May 20, 2000 Chinese Domain Name Consortium (CDNC) was established in Beijing. • May 20, 2000 — May 2, 2000 CDNC held the first meeting to discuss the work of management and coordination of Chinese Domain Name.
Milestones of Chinese Domain Name(Cont.) • July 16, 2000 CDNC held a public meeting in Yokohama. • July-August, 2000 JET (Joint Engineer Team) was founded by CNNIC, TWNIC, JPNIC and KRNIC. • November 7, 2000 CNNIC upgrade its Chinese domain name system. • November 27-28, 2000 CDNC held the 3rd meeting in Taiwan.

Suggestions on Ensuring the Equivalency of Variant Forms of Chinese Characters • In Multilingual domain names, the traditional, simplified and variant forms of a Chinese character should be treated as one character, i.e. different forms (fonts) of a Chinese character should be treated equal during MDN registration and application processes, especially when resolving relevant disputes. • A uniform “Equivalent List” shall be set up to implement and regulate the equivalent function of different forms of certain Chinese characters, which is known as “Equivalent List for Traditional/ Simplified / Variant Forms of Chinese Characters” (“List” for short, same as below).
Suggestions on Ensuring the Equivalency of Variant Forms of Chinese Characters • Any organizations or institutions that provide CDN registration, DN resolution and Disputes Resolution Services shall comply with the “List”. Domain name registries and registrars shall equally manage certain Chinese characters in accordance with the “List” when carrying out MDN registration, and establish a normative database for domain name registration.
Suggestions on Ensuring the Equivalency of Variant Forms of Chinese Characters • Before launching the “List”, no domain name registration service provider shall officially provide Chinese Character contained MDN registration services. • The equivalent policy shall be incarnated and maintained in other Internet resource locating technologies and relative applications.
CDNC’s Basic Attitude for IDN • CDNC regards the most appropriate way to solve IDN issues is: IDN policies need not be made in hurry. It should depend on the development status of each language. CDNC suggest IDN policies of certain language shall only be developed when the technical solution of this certain language has become mature and the language community has reached consensus.
