Rationale This tool was created to show the connections between three of the NCLB programs. Additionally, the tool is intended to assist LEAs with coordinating NCLB funds to maximize impact on student achievement and to ensure that students receive services as required by program fund.
Objectives • To provide consistency across the State to increase coordination and reduce duplication of program administration and services. • To identify the common requirements of the programs to meet the intended outcomes and increase student achievement.
Schoolwide Campuses Schoolwide Eligibility with Title I, Part A
USDE/ NCLB Program Goals • All students will reach high standards, at a minimum attaining proficiency or better in reading/language arts and mathematics. • All LEP students will become proficient in English and reach high academic standards, at a minimum attaining proficiency or better in reading/language arts and mathematics. • All students will be taught by highly qualified teachers. • All students will be educated in learning environments that are safe, drug-free and conducive to learning. • All students will graduate from high school.

Why is program coordination important? To maximize resources and avoid duplication
What is the purpose of the Title I, Part A schoolwide program? Upgrade the entire educational program of the school to raise achievement for all students, including Migrant and LEP students.
What funds should Migrant students receive services from before the expenditure of MEP program funds? All local, state and other federal sources
Can Title III, Part A funds be used to fund state requirements like Bilingual or ESL programs? Why or why not? NO, because federal funds must be supplemental.
