Leçons opérationnelles principales (4) • Define technician: groups of experts should include technicians from other ministries – pluridisciplinarity, multi-sectoral expertise – including governance and decentralisation, and Ministry of Finance • There is a gap between decision-makers and researchers.
Recommandations aux décideurs politiques • Develop a plurisciplinary and inter-sectoral approach within formal, institutionalised coordination structures with TFP and stakeholders • Policy should be based on factual data (HSIS) and costed • Reforms should be led at the highest level of political decision-making
Recommandations aux PTF Develop partnerships with governments and PTF • Need for more dialogue between researchers • Need to build up expert capacity in policy analysis, assessments, M and E, national guidelines for policy reform • Sûpport to regional fora (UEMOA, WAHO) to provide advocacy for national level implementation
