  2. Amendment 16 • Income Tax • Gives Congress the right to tax income. • Does not have to be based on census • Based on a scale so it is fair and equal

  3. Amendment 17 • Election of Senators • Two Senators from each state • elected by the people • six year terms • each Senator has one vote • anyone qualified to vote for Representative can vote for Senator • In case of vacancy • governor appoints a replacement until and election can be held

  4. Amendment 18 • Prohibition of Intoxicating Liquors • Manufacture, sale and transportation forbidden • passed at end of WWI • proved unenforceable • repealed by Amendment 21 - 14 years later

  5. Amendment 19 - 1920 Lucretia Mott Susan B. Anthony • Women’s Right to Vote • Took 42 years to pass • many states had already given women voting rights • passed in 1920 • Suffragettes - women who fought for the right to vote Elizabeth Cady Stanton

  6. Amendment 20 • Presidential and Congressional Terms • Lame Duck Amendment • shortened the time between when someone was not reelected or retired and when they left office • this prevents them from passing legislation that was not what their constituents want

  7. Section 1 - 2 • President’s term of office will begin on Jan. 20 • Congress’s term of office will begin on Jan. 3 • Congress shall meet at least once every year • Meeting must begin at noon on Jan. 3 (unless they appoint a different day)

  8. Section 3 • If the President-elect dies before taking office the Vice-President elect shall become President. • If neither a President or Vice President is elected by Jan. 20 the Congress will determine who shall act as President until one can be elected.

  9. Section 4 • Simply states that if a candidate for President or Vice President dies following an election in which no candidate received a majority of votes - Congress will decide what to do.

  10. Amendment 21 • Repeal of Prohibition • 14 years after Amend. 18 banned liquor • states could still ban alcohol if they so chose • Must be ratified in 7 years.
