Engineering constraints on Upper River Road between Gold Ray Dam and the proposed boat ramp include: 1. Potential floodplain impacts. 2. Environmental permitting issues. 3. Steep grades and ADA issues. 4. Narrow width between RR track & River. 5. State law may require County to post speed limit at “Basic Rule”. Transferring shared use road to another entity like State Parks would allow a lower speed limit.
