Definitions • Design Performance Specifications • Common specifications for all design providers that set design expectations • Pre-Letting Review • Brief review of all projects for general completeness, major risk elements and readiness for advertisement for bids • Quality Control • Each Item Produced is Inspected (Quality Monitoring throughout Development of Project) • Quality Assurance • Only a Sampling of All Items Produced are Inspected (Quality Verification or Affirmation (Auditing)) • Quality Program Management • Ongoing evaluation to monitor, manage and improve provider performance and program performance

  4. Program Purpose • Provide for the Ongoing Engineering Quality of Plans, Specifications and Estimates of ODOT Projects • Manage the Consistency and Risk of Capital Construction Projects

  5. Program Roles & Responsibilities • Quality Control for Each Project is Provider Function • Defining Minimum QC Plan/Process is ODOT Function • Verification of Quality Control and Quality Assurance Reviews is ODOT Function • Coordinated & Managed by Technical Services

PDQA Major Program Elements • Quality Control by Providers • Quality Assurance by Review Teams • Early Quality Evaluations for High Risk/High Profile Projects • Performance Management • Incentives & Assistance to Providers to Improve Performance • Overall program coordination by Roadway Engineering Pre-Letting Office

Quality Control Plan Model • Model is List of What, Not How • List of Deliverables or Sub-Products for QC by Disciplines and Specialty Areas • Recommendations for Peer Reviews or Approval Reviews for Each Deliverable or Sub-Product • QC is Foundational Effort for Continued Project Quality - Must Happen for Each and Every Project!
