Key Issues Effective development and use of RIAs requires: Appropriate resources in both ministries and central unit Guidelines and training Top-level support and commitment Processes which institutionalize RIAs in the policy making and legislative framework Mechanisms for sharing best practice
Best Practice Framework No “right” model – each country must develop an RIA framework appropriate to its own context and needs. But some common features in most countries are as follows: Central unit to co-ordinate, promote, scrutinize and support use of RIAs across ministries “Champion” within each ministry to provide a similar role internally RIA network which meets regularly to share experience Common guidelines and minimum standards RIAs and consultation Trained practitioners in each ministry to work on RIAs
RIA Processes in Ministries • Within ministries there are different ways of organising work on RIAs. • Some examples: • Central unit responsible for developing all RIAs • team builds considerable experience and skills • knowledge and experience not spread to other officials • Policy officials across the ministry are responsible for developing RIAs when working on legislation, advised and supported by central team • greater spread of knowledge and awareness of benefits of impact analysis and consultation • more training and central support required
Examples of Best Practice We will now have a brief overview of the Ministry of Industry and Commerce about how they have set up RIA processes, roles and responsibilities Then we will hear Mr/Ms.................... about how RIAs have been institutionalized in a similar project in the UK
