  6. History of Rocky Flats NRD • FY 2006 Defense Reauthorization Act - $10 million to settle Rocky Flats claims for NRD • DOE required to: 1) Purchase “essential mineral rights,” or 2) Pay $10 million to Trustees, or 3) Some combination of 1) and 2)

  7. Rocky Flats Natural Resources Trustees • Federal Trustees: • U.S. Dept. of Energy • U.S. Fish & Wildlife Service • State Trustees: 3) Colorado Attorney General 4) Exec. Director, Dept. of Public Health & Environment 5) Exec. Director, Dept. of Natural Resources

Use of NRD Funds to Date • Purchased 3 or 4 targeted “essential mineral rights” parcels [ $5.5 million] • 2008 Request for Proposals [$1.5 million] • Acquired mineral rights at NREL site • Weed control/seed collection • Seed collection and propagation • Open space acquisition • 2010 Request for Proposals [$3.0 million remains]

  10. Proposal Screening Criteria • Compliance with – • Laws • Technical requirements • Public health and safety • Consistency with – • Regional planning • RF Refuge Comprehensive Conservation Plan • Qualification as a natural resource restoration project • Budget that includes matching funds

  11. Proposal Evaluation Criteria • Benefits and proximity to injured natural resources • Project feasibility and degree of collaboration • Project cost-effectiveness and relative cost/benefit • Project sustainability
