Lesson Goal: Students will be able to: Students will be able to explain why Congress called for the Philadelphia Convention. Students will be able to explain the decisions that the delegates made at the start of the convention.
Who Attended and Why • Congress called for a meeting: • Meeting called the Philadelphia Convention • Each state was invited to send delegates • Purpose – search for ways to improve the Articles of Confederation. • Role of delegates was advisory • Delegates (55): • Average age 42 • All played an important role in the American Revolution • Leaders in their states
Who did not attend? • Thomas Jefferson – was in France • John Adams – was in England • Patrick Henry – refused. Thought the delegates were not going to improve the Articles of Confederation. • Rhode Island – did not send any delegates
Convention Rules • Framers agreed on 3 rules • NOT to try to find ways to improve the Articles of Confederation • Problems were too serious to fix • They would write a new constitution. • Kept record of the convention secret for 30 years • Gave Framers the freedom to express their ideas freely • Did not want outside influence over what they were doing. • Each state had one vote regardless of population
Ideas included in the new constitution • National government should be a constitutional government, that is, a government of limited powers • Purpose of government should be to protect fundamental rights and promote the common good • Republican form of government of elected representatives was needed to make sure that government served the common good • System of separation of powers and checks and balances was needed to prevent the abuse of power.
