EMW 2012 – Moving in the right direction Action Plan on Urban mobility CE (september 30, 2009) It is important that the municipalities adopt integrated policies for the establishing of measures to meet the demand for mobility in urban centers The Ministry promotes the adoption of an approach by municipalities transposing the environmental sustainability in the planning of integrated local transport system

The planning tools: PUT e PUM Italian law requires the adoption of the PUT and the PUM by municipalities for the planning of urban mobility in the short and medium and long term, according to an approach oriented to the accessibility of the transport network, safety, reduction of impacts environmental and energy consumption PUT: short term (3 years max), provides the rationalization of mobility, without the creation of new infrastructure (> 30.000 inh) PUM: medium and long term (10 years max), integration of urban mobility policies (>100.000 inh) During the processing of PUM and PUT is expected the participation of citizens through the implementation of their instructions, and interested stakeholders to share planning choices

Activitiesof the Ministry – The PUM implementationproposals • The extension of the PUM adoption also to municipalities with fewer than 100,000 inhabitants (limit by Law 340/2000); • Reorganisation of the legislation on mobility planningin coordination with the Ministry of Infrastructure and Transport and the ANCI, so that the PUM is the collector and officer of interventions to reduce environmental impacts; • Revision of Guidelines for the processing of PUM: this activity is now underway by a working group with the Ministry of Infrastructure and Transport, in order to introduce local planning in the following priority actions: • improvement of local public transport; • intermodality; • rationalization of urban logistics distribution; • promotion of cycling; • safety of vulnerable road users; • Integration between PRG and PUM: the PUM should be prepared during the processing of the PRG, that is automatically updated with the approval of the PUM; • Aggregation of neighboring towns in the processing of the PUM; • Allocation of funds only for activities planned in the PUM.

ActivitiesofMinistry in viewof EMW 2012 • The Ministry will dedicate a special section of his institutional website to promote EMW 2012 and to advertise all related activities; the EMW logo is always present on the institutional website of the Ministry during EMW 2012; • It will be activated a newsletter, addressed to the participating municipalities; • The Minister will send a letter to all the Italian municipalities to stimulate the active membership to the EMW 2012; • In agreemet with Ministry of Education, will be sent a letter to primary schools to promote the iniatives “Walking to school” and “Car free”

  7. EMW 2013 – Cities more livable and more intelligent In the Action Plan on Urban Mobility is evident that 72% of Europeans citizens live in urban areas. In Italy the transport sector produces over 49% of primary PM10 emissions: more than 65% of those derived from road transport(Source: Istituto Superiore per la Protezione e la Ricerca Ambientale, ISPRA) Cities need efficient public transport systems, sustainable and competitive system of distribution of goods with low impact, a renewed focus on low users, the distribution of forms of alternative mobility.

EMW 2013 – Proposal Smart Cities is an integrated approach for the optimum efficiency of the urban system, able to move research and development of innovative applications in many areas, from energy to transportation, from telecommuting to personal services • Intermodality– Supporting the use of different solutions for urban mobility, reducing the use of private cars • Electric mobility – Support to research and mass-diffusion of electric vehicles, awareness towards the production of energy from renewable sources • Path mobility and safety of vulnerable road users– Supporting initiatives to increase pedestrian and cycle mobility and interventions that reduce the accident rate of vulnerable road users
