INTRODUCTION • Training on Measuring Democracy, Corruption and Human Rights; two institutions formed a partnership • Statistics as an information tool that helps to make informed decisions and policies. • Statistics helps to monitor, evaluate and offer workable solutions to challenges. • Need to develop reliable indicators to effectively monitor governance in Uganda

INTRODUCTION CON’T • Need to strengthen and centralize statistical databases on governance at the central office in support of the Plan for National Statistical Development (PNSD) • To ensure data quality, timeliness and accuracy. • To enable subsequent monitoring at regular intervals. • Governance is a global concern. • Data is also available from different institutions.

  5. PROJECT OBJECTIVE The main objective of the project is to develop indicators that effectively determine levels of governance using appropriate and localized indicators in Uganda.

  6. MOTIVATION • Governance is embedded in the Uganda NDP • Requirement for MDG assessment • Current indicators measure governance at national level, hence limited levels of disaggregation e.g. data on prisoners • Based on expert knowledge • Carried out at irregular intervals

  7. MANAGEMENT OF THE PROJECT Management Team & Technical committee Stakeholders Core team

OUTCOMES • Inventory of Institutions/Organizations which collect, assess and monitor governance • Governance data quality and gaps identified • Stakeholders trained in appropriate methodologies of governance data collection, processing, analysis and dissemination. • A comprehensive list of measurable indicators of governance in the local context developed • A system of regular governance data collection, assessment and dissemination established

  9. POLITICAL SUPPORT • There was need to create public awareness about the governance project • Workshops • Meetings • The Ugandan initiative was launched by the Hon. Minister for Justice and constitutional Affairs at a stakeholders consultative meeting • -Sharing of information about the project • -Political support for the project

INSTITUTIONAL FRAMEWORKS • The project feeds into the Plan for National Statistical Development Framework which recognizes new initiative in the development of statistics • The PNSD empowers all data producing institutions to operate in a more organized manner with the National statistics office being the coordinator. E.g. the project carried out a data mapping exercise

  11. RECOMMENDATION The establishment of Inter Agency committees has played a key role in fostering the implementation of the Plan for National Statistical Development in Uganda
