OBJECTIVES OF THE FSP • To increase private sector participation in the supply of inputs • To ensure timely, effective and adequate supply of inputs • To improve access of smallholder farmers to inputs • To ensure competitiveness and transparency in distribution of inputs University of Zambia / University of Duisburg

  3. RESEARCH QUESTIONS & METHODOLOGY • Is the FSP participatory? • Are the FSP guidelines followed in practice? • Has the FSP reduced poverty in Kaoma? Methodology included: • FGDs, Interviews, literature review University of Zambia / University of Duisburg

  4. RESEARCH FINDINGS The FSP is not participatory because of: • Formulaic conception of participation • Inequitable access to information • Farmers do not trust agric. officers • Weak local political structures University of Zambia / University of Duisburg

  5. ARE GUIDELINES FOLLOWED? Guidelines are not followed because of: • Farmers are not aware of FSP guidelines • Agric. officers lack capacity (logistical and financial) to monitor the FSP HAS THE FSP REDUCED POVERTY? • No improvement in livelihoods • Erosion of livelihoods assets • Worsening rural social inequality University of Zambia / University of Duisburg

  6. CONSTRAINTS TO POVERTY REDUCTION • High cost of inputs • Late delivery of inputs • To many seed maize varieties • Lack of fair maize market RECOMMENDATIONS • Broaden institutions of participation • Build capacity of cooperatives University of Zambia / University of Duisburg
