Participation Rate Methodology • Per DWA’s 2007 “Assessment of Water Utility Low-Income Assistance Programs” Report. • Method has shortcomings and limitations for estimating eligible customers. • DWA’s estimate of participation rates is a broad estimate that may over or under estimate penetration.
2010Combined Participation Rate = 29.4% 2010 Net New Enrollments = 10,264 2010 Total Enrollments = 111,631 - 2006 and 2007 rates per DWA’s 2007 “Assessment of Water Utility Low-Income Assistance Programs” - 2008 Data Not Available - 2009 and 2010 rates based on Annual Reports and Utility responses to Data Requests
