M&S Leadership Summit • Feb 2011 was 5th meeting in the annual series by NTSA requested by Congressional M&S Caucus • Includes leaders from industry, government, and academia with objective to increase use of M&S and serve nation and enhance national security • Feb 2010 meeting recommended key stakeholders come together to determine best way for M&S to support the national agenda • Stakeholder reps first met in July 2010 – recommended formation of national M&S enterprise, became Steering Committee • SC formed to push forward the national M&S enterprise
NMSC Vision & Mission Vision Statement The National M&S Coalition NMSC is the capstone organization promoting and leveraging M&S to better the human condition and to strengthen the National well-being Mission Statement The mission of the NMSC is to create a unified national community of individuals and organizations around the M&S discipline and professional practice, and to be the principal advocate for M&S.
Organizational Objectives • Professional Knowledge: To implement a plan that supports the furtherance of the body of knowledge, inter-society collaboration, the establishment of NAICS and other labor codes and collaborative professional development opportunities in M&S. • Education/Workforce Development: To implement a plan in which M&S is identified as a technical field with common standards, curriculum, certifications, and educational access to modeling and simulation. • Public Awareness: To clearly communicate a consistent, well articulated message across all communities (i.e., healthcare, education, government, etc.) about the nature, use, and benefit of modeling and simulation. • Cross Community/Organizational Cooperation: To provide recommendations to the Congressional Caucus, advocate the establishment of a Senate Caucus; and promote M&S within federal, state, and regional (local) leadership and professional organizations • Technology Development and Application (toward improving the human condition): To work closely with senior leaders nation-wide to promote M&S in their communities and to establish opportunities for investment in research and development and broad use of modeling and simulation across academic disciplines and practical industrial domains.
How does MOVES Play? • M&S Education and workforce development • training and education should be tightly aligned with M&S • NPS provides existing capability for military officers and civilian professional development education • Provides on line access as well as resident courses • Alliances are formed/forming with other organizations • Certification of M&S professionals a natural step • Reaches senior military leadership radar • Professional M&S knowledge base
Further thoughts • Military students are involved in education and training at various levels on a life-long / career basis • Unit training, instructors, leadership • Future Defense Training Environment (DTE) still being defined • Includes virtual, immersive, mixed & augmented reality • Leverages constructive simulations for common scenarios and stimulation • Linked more tightly to live training • Suggest MOVES course on “Impact of simulations on the future of education and training” • Discuss holistic training approach with wide range of venues • Compulsory part of “core” for all NPS military students in ALL graduate programs
NMSC Organization Membership: NTSA database includes the Congressional Caucus Members and those attending the 5 annual Simulation Summit Meetings in February of each year. (total 300+) Board of Trustees: Formed from the original group of volunteer stakeholders providing initial guidance on establishment of NMSC – 5 year term Board of Directors: Nine members serving 2 year terms, elected in initial staggered terms from nominations from NMSC membership Committees: The five established committees are a) Professional Knowledge, b) Education/Workforce Development, c) Public awareness, d) Cross Community/Organizational Cooperation, and e) Technology Development and Application.
Next Actions - Admin • Establish NMSC as 501(c) 3 in Commonwealth of Virginia • Establish domain names for the organization and a website • Develop initial logo for NMSC • Conduct planning for inaugural event (national in scope, visibility & participation) • Board of Trustees meeting in the fall 2011 and prepare for the inaugural event (Feb 2012?)
