CurrentImpact ThenumberofPhDstudentshasincreasedfrom555in2013to593in2015(6.8%increase).Theincreaseof38studentsisshortofthe57-114studentsneededoverthatsameperiodtoincreaseourPhDprogramby200-400studentsby2020(lever2.2.2). NewuniversityCDFprogramiscosting$40,851/fellow/year(in-state)and$55,270/fellow/year(out-of-state). CompletionFellowshipprogram(11studentscosting$403,983+)willdecreasethetimetograduationfrom6.83to6.7years(1.9%).† Newuniversityfellowshipprogramsaresupporting8CDFsand11CompletionFellows(3.2%ofPhDstudentsinFall2015). What is the cost? The numberof studentsonappointmentsof25%orgreaterandthein-statetuitioncalculationhavebeenheld constant intentionally.The first four years aretransient, the fifth is steady-state.
Howdo we payfor this programgoingforward? • Transientcostis$3,796,511.ThecurrentCFprogramisundervalued, • $129,767/yearwouldbesavedbywaivingout-of-statetuitionfor9CDFs,and$4.3MwastakenfromtheSIfundsinthefirsttwoyears. • EveryadditionalPhDstudentwith25%FTEorgreaterinthefutureis • $9279(FY16dollars)inlostpotentialincomefortheuniversity.However, • Tangible:EverynewPhDstudentwillbeonagrantorcontract.A50%FTEappointmentgeneratesapproximately$12,852inoverhead($9,639 ofwhich goesto GeneralRevenueAllocationfunds)†. • Intangible:Thefacultywillbeincentivizedtogrowresearch,aswellasthePhDprogram,whichwillincreasenationalvisibility(theCollegeofEngineeringdropped11spotsinUSNewsandWorldReportfrom81to92). • Philosophically,thetuitionandfeesofthisgroupofPhDstudents cannotbeviewedasarevenuegeneratingsource! • †$1,612,459inoverhead($1,209,344inGeneralRevenueAllocationfunds)wasgeneratedinFY15fromPhDstipends.Noteadditionaloverheadistypicallygeneratedfromthegranttosupportthestudent(e.g.,mater8ials andsupplies,travel).

Theabilitytopaymorewillhelptoretainhighqualitystudents. Theuniversitycanleverage$3,071,350fromgrantsandcontracts, comparedto$0today. Thecostis$9,279/qualifiedstudent,or$19,279/fellow,comparedto $40,851(in-state)to$55,270(out-of-state)/studenttoday. Tuitionandfeespaidbygrantsandcontractscanberedirectedtostudentstipends.Today,the$1,195,621inPhDtuitionandfeesfromgrantscouldraise128studentsfrom37.5%to50%FTEappointments,generating$411,607inoverhead,ofwhich$308,705isGeneralRevenue 9 Allocationfunds.

InFY15atleast71PhDstudentspaid$661,745intuitionandfeesfrom theirownpockets,including$237,972instudentloans.TheywillinstantlybemorepositiveabouttheirS&Texperience. TheabilitytofullyfundPhDstudentsatonly$37,332(includingoverhead)willhelptorecruitandretainhighqualityfacultybygivingthemacompetitiveadvantagewhenseekingfunding.
