  2. What is the FCC? The FCC stands for the Federal Communications Commission. It is an independent US government agency What do they do? The FCC was established by the Communications Act of 1934 and is charged with regulating interstate and international communications by radio, television, wire, satellite and cable.

How do we know what’s obscene?Court Case precedents: Notes See Court Case Summary Sheets “Liberty of expression by means of motion pictures is guaranteed by the 1stamendment” Obscene • Both cases helped determine and define the meaning of obscenity and what sorts of materials are considered obscene • In short: Obscene material elicits lusts and lacks any value * see the case summary U.S. public libraries are required to put filters on their computers to keep obscene material out of the hands of children

  5. Something indecent is broadcasted! Oh NO! • The FCC fines the violators • In March 2004, legislation was proposed to increase fines from $11,000 to $500,000 • Media companies have voluntarily beefed up their own decency standards to avoid being forced to do so. What happens then?

So… Should the Government be able to fine stations and artists for indecent and obscene speech and acts? • What is the right balance between free speech and decency standards? • Do you agree with the FCC's rules on indecency?  • Why do you think the FCC's indecency rules don't apply to cable and satellite stations like HBO?
