Why do we need health arguments? • The END requires competent authorities in Member States • to produce strategic noise maps on the basis of harmonised indicators • to inform the public about noise exposure and its effects • to draw up action plans to address noise issues • Strategic noise maps do not show the effects of exposure by itself • “Why do we have to spend tax-payers money to address noise issues? We have other urgent priorities!” • END will become a higher priority when linked with public health agenda • Health is considered a fundamental human right in most European countries • Health arguments can also enable economic arguments supporting END
