The Data Management Council – Our Charter The Data Management Council (DMC) is the governance organization that ensures the integrity of our business data and information DMC Council Representation – Full cross business representation from business process definition to technical data architecture. The Data Management Council ensures: • Definition • Usage • Controls • Integrity • Standards
Data Management Council - Scope Control Elements Definition: • A Control Element is a data element that “controls” or modifies major business processes. • Control Elements are categorized 2 ways: • Enterprise • Functional • Scope of data definition and usage is across all business processes and IS applications

The Data Management Council - Objectives Enforce Data Management Practices and Data Quality in Key Source Systems Current Objectives • Set and enforce Data Management policies and procedures for Key Source systems. • Provide subject matter expertise and support to UAT for projects. • Gather requirements for data quality on Business Critical Elements. • Gather requirements for Reconciliation on data from source. • Promote ongoing data quality processes and reporting for Elements for Key Source Systems. • Provide data defect impact analysis and correction guidance for Elements. • Support Projects that deploy corrections to Elements.
The Data Management Council - Objectives Non IT Systems aka NITs Objectives • Provide clear controls and responsibility for the usage of CE data in NITs • Maintain data usage inventories for NITs • Enforce data management principles, policies and practices in NITs
The Data Management Council: Structure & Roles Data Management Council DMC Core Team DMC Core Leadership: Leads the DMC DMC Core Team: Defines Council strategy and tactics, comprised o DMC Core Leadership f DMC Leadership team, Core, Data Warehouse, Knowledge Management, and DMC Chair Architecture. Knowledge Management Core Data Architecture Data Warehouse DMC Business Block Representation Data Leads: Decision Maker, Enforcer, Liaison for their Block Data Stewards: Define data elements from a business perspective, SME Data Custodians: Designated by the Data Steward to implement decisions Data Architects: Define data elements from a technical perspective Audit Legal Compliance
DMC Business Department Representation Business Data Lead Steward Data Steward Data Custodian Data Architect Data Lead Steward: Role and Responsibilities Business Lead Data Steward – Usually SVP/VP Level Decision maker for their department on data change requests, certification of data usage and standards. Act as a liaison on cross-LOB issues and operational compliance. Work closely with the Data Management Core Governance Team to monitor overall program success and perform cost justification. • Impact analysis for proposed changes to Data Elements • Recommendations regarding proposed changes • Identifying key issues with data to the Data Management Core Governance Team • Execute or be aware of the Data Management Council (DMC) change control processes that maintain the values and business definitions of the elements in their LOB • Enforce data standards and regulatory compliance rules • Communicating DMC outcomes/actions to business departments
DMC Business Department Representation Business Data Lead Steward Data Steward Data Custodian Data Architect Data Steward: Role and Responsibilities Business Data Steward Decision-maker and guardian for assigned control elements, responsible for understanding the business definition and business rules. For assigned control elements, is accountable for: • Establishing and maintaining business definitions and business data integrity requirements, e.g., valid values and ranges, Business Meaningful Names • Specification and maintenance of critical business policy and regulatory compliance rules regarding the valid values or ranges of each element • Establishing, maintaining and documenting interdependencies with other control elements • Executing the Data Management Council (DMC) change control processes that maintain the values and business definitions of the elements • Impact analyses for proposed changes to the above • Recommendations regarding proposed changes • Communicating DMC outcomes/actions to business departments
DMC Business Department Representation Business Data Lead Steward Data Steward Data Custodian Data Architect Data Custodian: Role and Responsibilities Data Custodian Implementation specialist for assigned control elements, responsible for understanding the related business definition and business rules as well as the uses of the element. For assigned control and custom elements, is accountable for: • Establishing and maintaining matrices identifying: • Every process that uses each element and their usage within them • Specifications: data types, lengths, access / update methods, system of record • Driving conversion activities related to assigned elements: • Requirements definition • User acceptance testing (UAT)
