  2. Adjusting Census Figures Why adjusting census figures ? Errors may be substantial and the validity of the counts delivered by the census questioned Coverage of certain population groups may be deficient, some parts of the country may be disadvantaged in terms of financial repartition (attribution of funds, of seats…) But if the undercoverage is uniform, there is no consequences in terms of equity To have a correct estimate of the population as a basis for future intercensal estimates and projections.

  3. Adjusting Census Figures What to adjust ? Census results Total population, population by administrative area (state, region, …) Main distributions (by state, sex, age…) All the database, in order to adjust all potential distribution

  4. Adjusting Census Figures How adjust ? When adjusting figures or distributions: use the coverage rate corresponding to the variables Directly if available directly from the variables of the PES Using regression if not, but these estimates are not guaranteed to be consistent at regional level When adjusting the whole database, need to modify the weight of some individual records: Pb of decimal weights – use integer weights every x records Some individuals are weighted 0 and therefore removed from any tabulation

  5. Adjusting Census Figures • Population estimates • Calculated using the census population + the evaluation from the PES • Total population, population by administrative area (state, region, …) • Distribution of specific characteristics such as age, sex

  6. Adjusting Census Figures Some considerations Consequences of making adjustment are critical and at times politically sensitive Adjustments have an effect on geographic and demographic distributions of population Adjustment may be costly (in doing and in explaining) Adjustment requires specific communication Adjustment may be complex and time consuming
