Background on Process • The FLUM Amendment is part of a longer approval process • Current Application for Development Approval (ADA) for DRI • Applicant has recently replied to 1st sufficiency request (staff reviewing) • DRI-Development Order (DO) will be brought back at same public hearing as the Comprehensive Plan Amendments • Completion of process could take up to 6-10 months

TRANSMITTAL PURPOSES • Transmittal to FDCA to initiate state and interagency review • Review of application provides applicant with need for additional data and analysis • Integrate the DRI and Comp. Plan Amendment Process • Provides more information on each application
PUBLIC FACILITIES IMPACTS • Transportation • Applicant must include financially feasible plan to implement improvements to maintain and meet the adopted LOS • A financially feasible plan to address improvements to the roadway network will require amendments to the Capital Improvements Element of the Comprehensive Plan
PUBLIC FACILITIES IMPACTS • Potable Water • Projected demand is 2.1 MGD (1.82 MGD with conservation measures) • Net increase of 1.768 MGD (1.48 MGD with conservation measures) • Need for additional information will be covered in update to Water Supply Plan • Available water supply to accommodate project • Financially feasible plan (CIE) for potable water infrastructure
PUBLIC FACILITIES IMPACTS • Wastewater • Projected generation is 1.38 MGD • Net increase of 1.16 MGD • Applicant is coordinating with Utility Department to ensure adequate capacity to accommodate project impacts
PUBLIC FACILITIES IMPACTS • Solid Waste • Projected generation of 130,786 lbs/day • Net generation of 110,088 lbs/day • Adequate landfill capacity exists to accommodate project impacts
PUBLIC FACILITIES IMPACTS • Parks and Open Space • Projected demand of 122 acres • Net demand of 102 acres • Additional data and analysis required: • LOS analysis for public recreation and open space, • Financially feasible plan to maintain and meet LOS standards • Anticipated that on-site parks will more than accommodate project impacts
PUBLIC FACILITIES IMPACTS • Public Schools • Projected student generation of 2,141 students • Net increase of 1,773 students • Additional data and analysis required: • LOS analysis of available school facilities, • Financially feasible capital improvements schedule to maintain and meet LOS standards • Applicant currently coordinating with School District
PUBLIC FACILITIES IMPACTS • Drainage • Applicant must provide on stormwater management as part of DRI-ADA approval process • Accommodate Outstanding Florida Waters (OFW) standards being proposed by SJRMWD
ENVIRONMENTAL AND CULTURAL RESOURCES IMPACTS • Topography and Soil Conditions • Addressed through DRI Application • Floodplains • Applicant will have to confirm that Critical Facilities (Emergency Services, Schools) are not located in Special Flood Hazard • Vegetative Communities • Working with Applicant to finalize conservation areas
ENVIRONMENTAL AND CULTURAL RESOURCES IMPACTS • Protected Species/Wildlife Utilization • Site planning strategies to minimize conflicts with Florida Black Bear (recent submittal may address) • Working with Applicant to finalize conservation areas
ENVIRONMENTAL AND CULTURAL RESOURCES IMPACTS • Groundwater Resource Protection • DRI and subsequent MPD Rezoning should include Best Management Practices • Historical Resources • Master Plan integrates development with the Old Brick Road historical resource
FINDINGS • The FLUM amendment is part of a process that will require additional information from the applicant • Additional data and analysis on public infrastructure improvements is necessary • Additional comprehensive plan amendments for public infrastructure • Additional data and analysis on environmental and cultural resource impacts may be necessary
RECOMMENDATION • Staff recommends that the Planning and Land Development Regulation Board (PLDRB) recommend transmittal of the FLUM amendment to the Florida Department of Community Affairs (FDCA). • Staff recommends that the application be scheduled for another PLDRB hearing after the ORC report from FDCA. • Staff recommends that the Development Order for the Neoga Lakes Development of Regional Impact (DRI) be scheduled for review simultaneously with the Comprehensive Plan Amendment.
