Rapid Response Mission:Assisting Workers & Companies Coordinate an effective state response to layoffs & plant closures by leading partnerships of state agencies, MWAs, employers, labor & local leaders & groups to: • Prevent layoffs where possible, • Help workers access all necessary services to stay healthy, remain afloat, & gain new skills and new jobs.

  2. Rapid Response Team Facts • Director Chong-Anna Canfora + 5 staff • 4 staff each have a geographic region • Rapid Response has overseen Michigan’s dislocated worker program since 1986.

  3. Rapid Response Facts • Spring 2008: Made part of DELEG Executive Office reporting to Deputy Director Andy Levin. • Responds to all mass layoffs and plant closures that dislocate 50+ workers at firms with 100+ employees.

Rapid Response Team Meeting Purpose: Provide the employer and worker representatives with information about available dislocated worker services and how to access them, including: • Employment Services • WIA funded dislocated worker services/ NWLB • Trade Adjustment Assistance (if applicable) • Unemployment Insurance • Layoff aversion services (if applicable) • Career Portal

Rapid Response Meeting Participants • Rapid Response Workforce Consultant • Local Michigan Works Agency • Michigan Unemployment Insurance Agency • Company Representative(s) • Union Representative(s) (if workers covered by a collective bargaining agreement) • HRDI/ Peer to Peer • Other community partners

  6. Rapid Response Meeting Purpose Gather information from the employer regarding the demographics of the affected population. • Information entered into the State’s database used to track State-wide dislocation events • Assists the local Michigan Works agency in determining needs of job seekers • Helps to determine plan of action for service delivery to workers and to company

  7. Service Delivery – Post RR Meeting • Worker Orientation Meetings • Joint Adjustment Committees • Referrals to business services

  8. Worker Orientation Meetings Provide the workers with information about available dislocated worker services and how to access them, including: • Employment Services • WIA funded dislocated worker services • Trade Adjustment Assistance (if applicable) • Unemployment Insurance • Layoff aversion services (if applicable) • Career Portal • No Worker Left Behind
