Alberta Context • Significant labour challenges • Albertans and Canadians first – including underrepresented groups such as Aboriginals and youth. • Recognize that immigration is also key to meeting our labour needs. • Alberta makes efforts to retain Temporary Foreign Workers in occupations in demand and to facilitate their transition to permanent residency.
How do we do this? • Provide information to TFWs on the Pathways to Permanency available to them (federal and provincial) • www.AlbertaCanada.com • I2A • Alberta Immigrant Nominee Program (AINP)
Alberta Immigrant Nominee Program • The AINP focuses on the nomination of TFWs working in occupations considered under pressure. • In 2013, 99% of nominations were issued to individuals already working in Alberta. • Several categories in 2 streams: Strategic Recruitment Stream & Employer Driven Stream.
Why Pathways to Permanent Residence? • TFWs are already attached to the province’s labour market in in-demand occupations. • Have the skills and abilities required to fill the position they are in. • Have demonstrated they have integrated into the workforce and established economically. • Have built connections to their community.
Supporting the Transition • Information • TFW Support Services • TFW Advisory Offices • Settlement Services
Information Provision • Information provided to TFWs and employers on available pathways to permanent residence. • Webinars • Presentations • Web Portal (www.albertacanada.com) • Often provided in partnership with key stakeholders such as settlement agencies and industry associations.
TFW Support Services • Through funding provided by the GoA, settlement agencies in Alberta provide support services to TFWs. • Outreach • Basic Orientation Information • Systems Orientation Information • Referral • Community Building
TFW Advisory Offices • 2 Offices – Northern (Edmonton) and Southern (Calgary) • Provides information and support to TFWs • Works with the TFW to find solutions for situations involving unfair, unsafe, or unhealthy working conditions
Settlement Services • The GoA provides funding to 17 settlement agencies to deliver settlement services. • Funding is provided through the Integrated Service Program (ISP) which is co-managed with CIC. • Services include: outreach; orientation, information & referral; interpretation & translation; supportive counselling; employment readiness; ethno-cultural collaboration; and enhancing supportive communities.
