  3. Community Safety Initiative - CCTV Local Government and Safety • Safety and Social wellbeing go together • Wellington has been in the business for sometime • We have a strategy • CCTV forms a small part of that strategy

  4. Community Safety Initiative - CCTV Safety Strategy • Been around since 2000/01 • Has 7 key issues and 31 initiatives • Outcome – ‘People feel safe in Wellington at any time’ • Included 5 initiatives to deal with dark spots – CCTV • Pilot project • Permanent system

  5. Community Safety Initiative - CCTV CCTV – Drivers • Expanded rapidly • Incidents influenced change • Large amounts of public funding • Not the case in NZ – usually local government • More often in City Centres

Community Safety Initiative - CCTV Fear of Crime • Feelings of public safety often strong motivation for CCTV • Sometimes installed as a reaction • Often influenced by political and economic factors • Safety linked to boost in retail visits • Sometimes a bit of rhetoric • Often division between stakeholders and councils

  7. Community Safety Initiative - CCTV Crime Prevention • System focussed on identifying incidents • Some places install CCTV as final element • Many places it is part of the bigger safety strategy • Generally accepted it works better when combined

  8. Community Safety Initiative - CCTV Policing Perspective • There are some primary drivers for Police • Provides an aid to locating wide range of incidents • Often it is about perceptions • A belief the cameras work • Unsafe V safe

  9. Community Safety Initiative - CCTV Privacy • It is an issue for CCTV • What we gather is personal information • There is a bit of a surveillance society • Needs to be a balance • Growth in both CCTV and the new technology
