  6. Signifcant trend • Government strengthens regulatory role and decreases its direct financial involvement • Decreasing grant portion • Increasing role of commercial money

  7. Will it work? • Farmer in the center • Government sets the playground • GEF, NEFCO, SAPARD, Commercial Banks, Farmers’ own money – source of funds • SLU+AAS provide advice

  8. We may wish to check that in 12 months in Baltics Why not?
