  3. What is CEN ? • European Committee for Standardization, setting standards for Europe. • Recognized in Directive 98/34/EC as “the” competent European body

  4. Composition of CEN • CEN / Management Centre, Brussels • 28 Members(voting rights) all EC and EFTA countries • 6 Affiliates (no voting rights) Romania, Bulgaria, Croatia, Albania, FYRM, Turkey • 8 Associates(no voting rights), among which: • ECOS (Environmental interests) • ANEC (Final consumer interest) • NORMAPME (SME interests) • 300 Liaisons, European Federations (no voting rights)

  6. What do we “Produce” ? • European Standard (EN) • Technical Specification (CEN/TS) • Technical Report (CEN/TR) • CEN Guide • CEN Workshop Agreement (CWA)

  8. What is a standard ? A document • established by consensus • approved by a recognized body • that provides for common and repeated use • based on the consolidated results of science, technology and experience • aimed at the promotion of optimum community benefits

Why Standards ? • Support legislation • “New Approach” Directives • Other “classical” Directives or regulations • Product Liability • Conformity to standards = conformity to “state of the art” of technology • Provides legal certainties • “State of the Art” of technology • Automatic review, at latest every 5 years

  10. Status of Standards ? • Standards are, when not called up in legislation, voluntary • Directives are obligatory • Standards support legislation, can give presumption of conformity with Directives, which are transposed into national legislation

  13. Mandates ? • A political request of the European Commission, supported by the Member states, to develop standards in a specific field • Are a necessary element to have “harmonized” standards in the field of New approach Directives

  14. Speeding up the drafting process • Maximum 3 years development time • Use of electronic media • Standard drafted in templates • Commenting only electronically • Use alternative deliverables

International Collaboration:Vienna Agreement 1/2 • Avoid duplication of standardization work, for the benefit of contributors to, and users of, standards • Recognizes the primacy of International Standards, but also recognizes the specific urgencies in the European Context • Three main modes of cooperation: • By correspondence/exchange of information • By mutual representation at meetings • By parallel approval of documents

Vienna Agreement 2/2 • Correspondence / exchange of information • Mutual representation at (CEN) meeting • Up to 4 representatives, nominated by SC 28 • Representatives to represent consolidated view of SC 28 • No voting rights, only observers • Parallel processing (ISO or CEN-lead) • Most common used module of the VA

  18. Critical success factors • Balanced representation of all stakeholders • Will to compromise • Resources of experts • Efficient Chairman and Secretariat • Only “technical” work. “Political” work is for other institutions

  19. BT/Task Forces • Are set up to draft a (limited number) standard(s), not falling in the scope of existing Technical Committees or for which a new TC structure is not necessary. • Operate as “mini-TC’s”

BT/TF 165 Toner modules and Cartridges • Proposed by DIN in 2003, created by BT 1/2004 • Aim: • To develop CEN-document(s) on re-used inkjet heads and toner modules • BT Asks BT/TF 165: • To confirm title and scope of Task Force • To decide on deliverable (European Standard or Technical Specification), including time framework
