Public Consultation Session Date: Saturday, February 26, 2011 Time: From 10:00 a.m. to 2:00 p.m. Location: Clarion Hotel (formerly Holiday Inn) 1485 Garrison Road Ballroom A I arrived enthusiastic and eager to participate. I left disappointed and discouraged.
My previous experiences; • Six Sigma Black belt certification by ASQ in 2004. • $1+ Million in annual savings from Process Improvement projects for; • 1) Fleet Industries 2) McNeil Consumer Healthcare (Johnson & Johnson) 3) United Parcel Service (UPS) 4) Durez Canada 5) PCB Piezotronics
Six Sigma Process Improvement • Business Management strategy used by corporations worldwide that uses data to select projects, set goals and verify improvements. • The Town of Fort Erie’s Strategic Plan defines a Community Improvement Project that should be based on data to select projects, set goals and verify improvements.
Tool: SMART Goals Acronym Specific Measurable Achievable Relevant Time bound
Problems with proposed Strategic Plan 1) Goals are not Specific. 2) Too many goals and initiatives. (17) Goals (71) Initiatives (“Don’t try to boil the ocean”)
Goal 1: Enhance the sustainability of public transportation. Questions: 1) Public transportation within Fort Erie, Inter-municipal or both? 2) Public transportation for elderly, special needs, students, general public or all groups? 3) How will we know when we have achieved this goal? (Current Goal is not specific)
Goal 8: Increase tourism to Fort Erie. Questions: 1) How many tourists does Fort Erie currently get each year? 2) How many more tourists do we want to come to Fort Erie each year 1,000, 10,000 or 100,000)? 3) How will we know when we have achieved this goal? (Current Goal is not specific)
Goal 11: Cost effective delivery of Town services. Questions: 1) How is this measured? 2) Are we saying that Town services are not being delivered cost effectively now? 3) How will we know when we have achieved this goal? (Current Goal is not specific and not measurable)
Example of a proposed SMART Goal: Reduce the time it takes for a student to get from Fort Erie to the Niagara College Welland campus using public transit From 90 minutes (estimated current avg. baseline)To 45 minutes starting in September 2011. (Specific, Measurable, Achievable, Relevant, Time bound)
Conclusion: Please reject the current 2011 - 2014 proposed strategic plan and revise it such that it is based on SMART goals that are: Specific Measurable Achievable Relevant Timebound
