What is the TIP? • The TPO is required by federal legislation to prepare and adopt a TIP annually. • Identifies how all federal and state transportation money is anticipated to be spent in Polk County. • Projects = highway, public transit, rail, aviation, bicycle, pedestrian, safety, and freight-related projects.
What’s in the TIP? • Projects included in the FDOT Five-Year Work Program (FY 2011/12-2015/16) • Projects that were funded with FY 2010 federal dollars (due to fiscal year overlap) • Local government CIP transportation projects
Why Amend the TIP? • Must be consistent with the Long Range Transportation Plan • Projects must be listed in the TIP accurately in order to receive federal funding: • Correct project phasing • Funding (source, year, and amount) • Project description and limits
North Broadway Ave. - Bartow New Project: Railroad and Utilities Equipment upgrade Construction in FY 2012 Total = $ 128,083
5th Ave. – Hillcrest Heights New Project: Railroad and Utilities Equipment upgrade Construction in FY 2012 Total = $ 163,248
Lakeland Area Mass Transit District (LAMTD) New Project: New Freedom Capital Assistance Purchase two 10-20 passenger vehicles FY 2012 $100,000 – FTA grant
Recommendation The Citizens’ and Technical Advisory Committees reviewed the draft amendments during their last respective meetings and recommend board approval. TPO staff recommends the Board approve the amendments to the FY 2011/12-2015/16 TIP as presented.
Public Hearing Notice A legal ad was placed in the Lakeland Ledger on February 12, 2012 to notice this public hearing. Notice is provided in accordance with the adopted Polk TPO Public Participation Plan which complies with federal requirements regarding public involvement in the TPO process.
Public Hearing The Polk TPO holds all public hearings in compliance with Titles VI and VIII of the Civil Rights Act. Public participation is solicited without regard to race, color, national origin, age, sex, religion, disability, or family status. ROLL CALL VOTE REQUIRED
