Guide to Reporting = Work is on target to achieve the objectives as specified. = Warning that the achievement of the target in the way specified in the plan may not be possible or the outturn is <10% from the target. Although no decision is required at this stage to amend the action, an explanation is required. = Target is no longer achievable in the way specified or the outturn is >10% from the target.   5. Key Service Priorities 2006/07 S&R Committee (cont’d) 1 action at (previously at ‘Green’ at the end of Q1): • Implementation of the Communications Strategy Action Plan ( ). Outstanding actions include: • Development and implementation of a media plan, guidelines and protocol. • Establishment of regular communications meetings with service managers. • Preparing media strategies for all major Council issues. • Providing a media coverage service and a media coverage index, showing the % of positive, negative and neutral media coverage received.

  9. HALF-YEARLY BVPI HEALTH CHECK - Detailed information for BVPIs at

Half-yearly BVPI health check Environment Committee • There are 3 BVPIs at : • BV 127a (violent crime per year, per 1,000 population) - in the 1st 5 months of the year, we are at 8.84, when the annual target is 10.5. This is outside EEBC’s control. • BV 218 (abandoned cars): • a) % of new reports of abandoned vehicles investigated within 24 hours of notification is at 64.6%, with a target of 75%. • BV 219 (conservation areas). • b) No. of conservation areas in the LA area with an up-to-date character appraisal. 1 of the 21 conservation areas has a character appraisal; the target for 2006/07 is for 9. • c) No. of conservation areas with published management proposals. 1 of the 21 conservation areas has a published management proposal, the target for 2006/07 is 7. • 1 management appraisal is due to be published shortly. The 2nd character appraisal will start on Ewell Village, and the management proposals drafted.

  11. Half-yearly BVPI health check Environment Committee (cont’d) • There is 1 local PI, reported in the annual Best value Performance Plan, which is at : • The no. of products that can be recycled at bring sites. • The figure as at end September is 10; with an end-of-year target of 12.

  12. Half-yearly BVPI health check Social Committee There is 1 action at : • BV 216 (contaminated land). The number of sites of potential concern has increased from 231 to 242, which has increased the denominator for this indicator. • The indicator looks at the number of sites being investigated against the total number of sites. • As the denominator increases, due to EEBC being proactive in identifying the sites, the performance against this indicator deteriorates. • The Social Committee has requested a report on the progress regarding contaminated land at the meeting in January 2007.

  13. Half-yearly BVPI health check HR Panel There are 2 BVPIs at : • BV 11a, b and c - top 5% of earners: • a) % of top 5% of earners who are female. We are at 18.75%, with a target of 21.43%. • b) % of top 5% of earners who are from an ethnic minority. We are at 6.25%, with a target of 7.14%. • c) % of top 5% of earners who have a disability. We are at 6.25%, with a target of 7.14%. • BV 16 - % of employees with a disability. • We are at 2.84%, with a target of 3.21%.
