A Trade Agreement • Before 1846 the British North American colonies enjoyed a special trade policy with Britain. • Britain allowed wheat and flour into their ports with a low tax. • This policy was known as preference.

Who Do You Turn To? • So, the Canadians figured they were in a tight spot. They needed someone to keep buying their natural resources that were up until now being used by the British. • Who should step in and help? The answer is…
A New Agreement • In 1854 the Elgin-Marcy treaty was signed. • This treaty ensured that the Canadians and Americans would have free trade across their borders (at least for a little while). • Specifically, timber and wheat were imported in large quantities.
The Burning Question • Everyone in Canada wondered if this was a tactic by the Americans to eventually absorb the British colonies. • The Canadians didn’t want to seem too dependent on the Americans, even if they were getting a good deal.
No Givesies-Backsies • The Americans finally revoked this treaty as well in 1866 • The first reason was because the Canadians were the only ones really benefiting from the agreement. • The second reason was that the Americans were still angry at the British for helping the south in the civil war.
Confederacy • The Canadians decided it would be best to have free trade agreements amongst all the British colonies. If they were helping each other out they might as well become a single nation, so the idea of confederacy continued to be thrown around.
