  3. Context In 2006-07: • around 96,000 students were enrolled on HEFCE-funded courses in 270 colleges. • colleges delivered HEFCE-funded higher education qualifications awarded by 89 HEIs and Edexcel.

  4. IQER (1) Focuses on: • a college’s management and delivery of HEFCE-funded HE • a college’s responsibilities agreed with awarding body.

  5. IQER (2) • Core themes • Quality enhancement • Quality assurance • Public information.

  6. Foundation Degree awarding powers (FDAP) (1) QAA scrutiny to advise Privy Council: • is a college competent to exercise powers to award Foundation Degrees?

  7. FDAP (2) • Has a college clearly demonstrated public confidence, both present and future in its systems for assuring the academic standards and quality of its Foundation Degrees?

  8. FDAP (3) The main criteria for assessment of FDAP applications are: • governance and academic management • academic standards and quality assurance • scholarship and pedagogical effectiveness of academic staff • the environment supporting the delivery of FD programmes

  9. Causes for Concern policy (1) QAA’s definition ‘Any policy, procedure or action implemented or omitted by an institution that appears likely to jeopardise the academic standards and quality of its higher education programmes and/or awards'.

  10. Causes for concern policy (2) QAA procedures: • desk-based consideration of likely risk • if a prima facie case of risk is found: - either an exploratory visit to institution - or an exploratory visit and a full review • each stage includes written report.
