DPA Core Mandates: • Monitoring and assessing global political developments; • Advising the SG on actions that could advance the cause of peace; • Providing support and guidance to UN peace envoys and political field missions; • Serving Member States through electoral assistance and through supporting the Security Council and other UN bodies.

  3. Areas of work: • Political analysis • Conflict prevention • Peacemaking, mediation support • Field missions • Electoral Assistance • Secretariat support to inter-governmental bodies (SC, Decolonization, etc.)

  4. Field missions: start-up planning • Experience so far is ad hoc. No codification of how planning is conducted. • Some political sensitivities (e.g. UNMIN) • Diverse set of missions (size, mandate, duration) • Participating in IMPP working group to ensure the development of guidance that can apply to DPA-led field missions

  5. Field missions: budget preparation • The budget is one of the few strategic planning tools available • DPA-led missions are Special Political Missions, funded by the regular budget • On an annual financial cycle (January – December) • Budget document includes: • Overview of mission • Logical framework • Resource requirements

  6. Field missions: SG reports • Normally every quarter, but varies • Draft is prepared by field mission, coordinates with regional division/DPA • Mission is responsible for coordinating with UNCT agencies • Once the mission signs off on the report, it is submitted to the SG through the USG

  7. Field missions: planning capacities • DPA-led field missions: BONUCA, UNAMI, UNIPSIL, UNMIN, UNOGBIS, UNOWA, UNPOS, UNRCCA, UNSCO, UNSCOL • Most missions do not have Strategic Planners • Strategic planning for missions typically undertaken by (Office of) the Chief of Staff, working closely with the SRSG.

  8. Field missions: Working with UNCTs • Varies from mission to mission • Some missions are structurally integrated (e.g. UNIPSIL) and the Strategic Planner is shared. • In others missions, the degree to which planning is coordinated varies.

  9. Inter-Agency Strategic Assessments • Originated in IMPP • An Inter-agency tool that: • Jointly analyzes conflict (building upon existing analyses and assessments); • Identifies priorities to be addressed; • Formulates options for UN strategy

  10. Inter-Agency Strategic Assessments • A flexible tool that can be applied for various conflict situations regardless of presence of UN peace operation • Can be used to reformulate UN strategy • Still under development. Guidelines to be finalized in coming weeks
